Opnieuw was er gisternacht een zware explosie midden in een woonwijk, dit keer in Amsterdam-Osdorp. Bij de ontploffing raakten zeven mensen gewond en ontstond een enorme ravage.

De politie hield meerdere mensen aan en nam een aantal auto's in beslag. Buurtbewoners zeggen (opent in nieuw venster) tegen Het Parool dat een groep tieners en twintigers in een kelderbox bezig was met het inpakken van explosieven. Die zouden bedoeld zijn om een plofkraak in Duitsland mee te plegen.

De explosie in Amsterdam is niet de eerste in een woonwijk. In Rotterdam-Zuid explodeerde in januari 2024 een drugslab, waarbij drie doden vielen en tientallen woningen zwaar beschadigd raakten. Aan het einde van datzelfde jaar was de verwoestende explosie aan de Tarwekamp in Den Haag. Zes mensen kwamen om het leven en meerdere woningen stortten in. Ook afgelopen jaar was het aantal aanslagen met explosieven onverminderd hoog .

"De onveiligheid in woonwijken is toegenomen", zegt criminoloog Emile Kolthoff, verbonden aan de Open Universiteit. "Door bijvoorbeeld plofkrakers, maar ook door drugslabs en opslagplaatsen voor spullen die daarvoor nodig zijn."

Drugscriminelen gaan steeds onvoorzichtiger te werk, zegt Kolthoff. De criminoloog wijt dat aan toegenomen concurrentie. "De bendes beconcurreren elkaar, dus ze verliezen nog weleens wat."

Om die reden nemen drugscriminelen volgens hem grote risico's. "De hoeveelheden drugs zijn steeds groter en de methodes gevaarlijker."

Plofkrakers zijn een heel andere categorie criminelen, zegt Kolthoff. "Zij zijn veel minder professioneel georganiseerd. Het zijn amateurs, jongens die gaan voor het snelle geld."

Zij gaan vaak slordig te werk bij het maken van explosieven, zegt criminoloog Jasper van der Kemp van de Vrije Universiteit Amsterdam. "Ze halen flitspoeder uit illegaal vuurwerk en bundelen dat. Als je poeder van verschillende soorten vuurwerk bij elkaar stopt, heb je natuurlijk geen idee hoe groot die explosie wordt."

Bovendien is er tegenwoordig vanwege de beveiliging veel meer explosief materiaal nodig dan vroeger om een geldautomaat op te blazen, zegt Van der Kemp.

Ook explosieven bij andere aanslagen worden vaak gemaakt met flitspoeder, zegt Van der Kemp. Er zou volgens hem meer opsporing moeten komen naar illegaal vuurwerk om het aantal explosies terug te dringen.

"Het probleem is dat er nu te weinig zicht is op illegaal vuurwerk. Vaak ligt het waarschijnlijk gewoon opgeslagen in kelderboxen en woningen."

Toch heeft opsporing hiervan nog niet de hoogste prioriteit, zegt hij. "Deels vanwege een gebrek aan capaciteit, deels omdat bezit van illegaal vuurwerk op zichzelf geen zware overtreding is."

De wijken in

Ook gemeenten hebben een rol bij het terugdringen van criminaliteit in woonwijken, zegt Kolthoff. Zo kan goede verlichting en straatmeubilair al helpen, stelt hij.

Daarnaast is het volgens de criminoloog belangrijk dat jongerenwerkers vaker aanwezig zijn op straat. Hierop werd flink bezuinigd in de afgelopen tien jaar, zegt hij. "Er zat vreselijk de klad in. Daardoor was er nog maar weinig zicht op de netwerken waar jongeren in zitten."

Een ander probleem is volgens Kolthoff dat handhavers en andere ambtenaren bepaalde wijken liever meden. Inmiddels is het besef wel doorgedrongen dat aanwezigheid in die wijken echt nodig is, constateert hij. "Maar wat je hebt afgebroken, bouw je niet zomaar weer op."

Wat precies de oorzaak van de explosie in Amsterdam-Osdorp is, is vooralsnog niet bevestigd. De politie zegt nog rekening te houden met alle scenario's.
