A las 20.39 horas de este martes, las Cortes de Castilla y León han reelegido a Alfonso Fernández Mañueco presidente de la comunidad. El barón popular inicia así su tercer mandato consecutivo al frente de la Junta, y lo hace con la mayoría más holgada: los 33 diputados del PP y los 14 procuradores de Vox han reunido sus votos para investirle presidente. En contra de la designación se han pronunciado los 30 parlamentarios del PSOE , los tres representantes de Unión del Pueblo Leonés, el diputado de Por Ávila y el de Soria ¡Ya! En total, 47 síes y 35 noes han servido a Mañueco para volver a ser presidente.
El popular , que es procurador de las Cortes de Castilla y León desde 2003, asumió por primera vez los mandos de la comunidad en 2019 tras sellar un pacto de gobierno con Ciudadanos -41 diputados votaron a favor de su investidura-. Tres años después, en 2022, el popular revalidó la Presidencia, pero cambió de socio: 44 parlamentarios le auparon al cargo, 13 de ellos de Vox, que entró allí por primera vez a formar parte de un ejecutivo.
Ahora, para materializar este tercer mandato, el barón popular ha tenido que recurrir de nuevo al apoyo de los 14 diputados que Vox tiene en las Cortes, conformando un gobierno de coalición y sellando un pacto programático que ha defendido este martes ante el Pleno de las Cortes. Y, en ese alegato a favor del acuerdo, Mañueco ha hecho suyo el concepto de "prioridad nacional" que Vox le ha forzado a recoger en la hoja de ruta de los próximos cuatro años.
"Nos hemos comprometido, inspirados en el llamado principio de prioridad nacional, a establecer una asignación justa de los recursos públicos en función del arraigo real y verificable de sus beneficiarios con nuestra tierra", ha expuesto el barón popular al inicio de su discurso de investidura, presentando con estas palabras una política que, para Vox, conlleva en la práctica priorizar a los españoles sobre los extranjeros. Frente a esto, y consciente de la polémica suscitada, Mañueco ha defendido que este principio no supondrá ningún tipo de "limitación o retroceso en los derechos ya consolidados".
Así, el ya presidente de la Junta ha llamado a "prescindir de las demagogias interesadas" -así, ha dicho, este principio es "fácil de entender"- y ha señalado que los criterios de "vinculación legal, efectiva y estable" con el territorio que se exigirán para la concesión de ayudas y vivienda pública ya se están aplicando en otras comunidades -no solo las gobernadas en coalición por PP y Vox-. "Que nadie busque confundir ni se rasgue las vestiduras de forma interesada", ha reclamado el popular .
Como queda contemplado en el pacto de gobierno, Mañueco ha asegurado que todo se hará "acatando de manera escrupulosa lo que dicen las leyes" y sin que la "prioridad nacional" sea de aplicación en la prestación de servicios públicos esenciales como sanidad, área a las que Vox sí aspira a extender este principio.
Además, en contraposición a su asunción del principio de "prioridad nacional", el popular ha hecho un alegato a favor de la inmigración "regular y ordenada" como "fuente de progreso" y ha apuntado que, si desde el inicio de la pasada legislatura Castilla y León ha ganado 47.000 habitantes , buena parte de ellos son extranjeros -"compensa los saldos vegetativos negativos"-. Un dato clave en una comunidad envejecida y con muchas zonas en riesgo de despoblación.
"Soy muy consciente de que nadie puede conseguir cosas sin el concurso de los demás", ha subrayado Mañueco, justificando así haber cerrado un pacto con Vox para desbloquear su investidura. Al partido a su derecha le ha reconocido "su voluntad de llegar a un acuerdo firme y viable" y, aunque ha defendido una "política lejos de extremismos", el barón, del ala moderada de los populares , ha apostado por "vencerlos con moderación, seriedad y confianza". "Creo en la política que une y no la que divide por sistema", ha reivindicado Mañueco.
Vox reivindica sus logros negociadores
El líder de Vox en Castilla y León, Carlos Pollán , ha correspondido al popular en el agradecimiento. "Gracias por haber sido respetuoso con el mandato de las urnas", ha sostenido el dirigente de la derecha dura, sin dejar pasar la oportunidad de lanzar un dardo que tendrá especial eco en Andalucía: "...al contrario de otros que están empeñados en negar las duras leyes de la aritmética parlamentaria si los números no dan para gobernar en solitario" [el presidente andaluz, Juanma Moreno, insiste en su voluntad de formar un ejecutivo monocolor].
