US and Iranian presidents sign the Remote Sensing Memorandum of Understanding

The presidents of the United States and Iran signed a protocol agreement remotely. The agreement includes commitments from Tehran to reopen the Strait of Hormuz immediately and to dilute enriched uranium in future negotiations in exchange for lifting international sanctions. The deal aims to end the conflict triggered by the United States and Israel against Iran in February, which caused thousands of deaths, mainly in Iran and Lebanon. L’Iran en position de force

En thĂ©orie, les deux parties avaient tout intĂ©rĂȘt Ă  mettre fin Ă  cette guerre. " Donald Trump veut sortir d’un conflit devenu politiquement trop coĂ»teux et Ă©conomiquement dangereux" souligne le correspondant de France 24 Ă  Washington, Matthieu Mabin, alors que se profilent Ă  l’horizon les Ă©lections de mi-mandat aux États-Unis. De son cĂŽtĂ©, "l’Iran a besoin de retrouver l’accĂšs aux marchĂ©s internationaux et de desserrer l’étau qui pesait sur son Ă©conomie" poursuit-il.

Si les termes prĂ©cis du mĂ©morandum d’accord, qui doit ĂȘtre signĂ© vendredi en Suisse , n’ont pas encore Ă©tĂ© officiellement dĂ©voilĂ©s, plusieurs points laissent nĂ©anmoins percevoir un net avantage Ă  l’Iran dans ces nĂ©gociations.

Ainsi, alors que Donald Trump affirme avoir obtenu la rĂ©ouverture du dĂ©troit d'Ormuz sans droits de pĂ©age, TĂ©hĂ©ran serait parvenu Ă  imposer une forme de contrĂŽle sur cette artĂšre stratĂ©gique qui reprĂ©sentait avant la guerre 20 % du trafic maritime mondial d’hydrocarbures.

Selon l'agence iranienne Fars, TĂ©hĂ©ran a fait inclure au dernier moment des pourparlers une clause sur l'imposition de redevances dans le dĂ©troit d’Ormuz, pour la gestion du trafic maritime. Alors que le transit y Ă©tait auparavant libre de tout contrĂŽle, il devrait dĂ©sormais ĂȘtre rĂ©gulĂ© par TĂ©hĂ©ran, en collaboration avec Oman , autre pays frontalier du dĂ©troit.

Vendredi, Abbas Araghtchi, le ministre des Affaires Ă©trangĂšres iranien avait averti que la "gestion du dĂ©troit d'Ormuz ne serait plus la mĂȘme qu'auparavant ", affirmant que cette voie navigable demeurerait un "instrument de dissuasion" pour l' Iran .

TĂ©hĂ©ran est Ă©galement parvenu Ă  obtenir la "cessation immĂ©diate et permanente des opĂ©rations militaires sur tous les fronts, y compris au Liban", selon les mots du Premier ministre pakistanais Shehbaz Sharif, mĂ©diateur sur le dossier. "Sur ce dossier tout reste ouvert, souligne Jean-Paul Chagnollaud, professeur Ă©mĂ©rite et prĂ©sident d'honneur de l'institut de recherche et d'Ă©tudes MĂ©diterranĂ©e Moyen-Orient (iReMMO). La fin de la guerre est actĂ©e. Il n’y aura plus la menace d’une force armĂ©e au moment de ces nĂ©gociations et donc la marge de nĂ©gociation de l’Iran sera sans doute plus forte" analyse-t-il.

"Donald Trump a fait une Ă©norme erreur en dĂ©chirant l’accord sur le nuclĂ©aire iranien de 2015, qui avait placĂ© l' AIEA (Agence internationale de l'Énergie atomique) au cƓur du dispositif intrusif pour contrĂŽler le programme nuclĂ©aire, poursuit l’expert. Depuis, il n’y a plus aucune visibilitĂ©.
