Ena od štirih koalicijskih prioritet je boj zoper korupcijo, ki naj bi ji na prste stopili z novim organom pod imenom Skok. "Preden bo predlagana vlada, bomo to dorekli, če bo možno, tudi v obliki predloga zakona, ki bo vložen. Takrat bo vse jasno," je 18. maja dejal predsednik SDS Janez Janša.
A mesec dni kasneje – ko je vlada ne le predlagana, pač pa polno operativna in je skozi proceduro spravila že več zakonskih predlogov – tega predloga še vedno ni v parlamentarnem postopku.
"Potrebuje še nekaj fines in sprememb in usklajevanj, ravno zato v tem času posebej ne govorimo o njem, mogoče bi analogijo prenesel glede usklajevanja koalicijskega sporazuma," pojasnjuje predsednik Demokratov in gospodarski minister Anže Logar.
Demokrati so sicer Skok navajali kot glavni pogoj za vstop v desno koalicijo. Na vprašanje, ali obstaja še kakšen dvom, ali bodo Demokrati v novi vladi, je Logar 6. maja odgovoril: "Vse je odvisno od vsebine in od Skoka, to je zdaj glavna zadeva, s katero se jaz ukvarjam. Mora biti politična volja in potrebujemo polnokrvni Skok."
Zadnja različica predloga naj bi predvidevala, da bi v enoti združili Specializirano državno tožilstvo, Nacionalni preiskovalni urad in Komisijo za preprečevanje korupcije. Vendar pa naj bi po naših informacijah protikorupcijska komisija vendarle ostala zunaj tega dežnika. Tudi po svarilih o morebitni kršitvi evropskih predpisov.
"Dejstvo pa je, da trenutno institucije, še posebej KPK, kot so organizirane, so skladne z zahtevami direktive, ki je bila pred kratkim sprejeta, torej da je preprečevanje korupcije ločeno od pregona," je 19. maja komentirala predsednica KPK Katarina Bervar Sternad.
Na pravosodnem ministrstvu pojasnjujejo le, da so opredelitev tega organa in ključne rešitve še v fazi strokovnih usklajevanj. "Gre v pravo smer. Na koncu verjamem, da bo to tisti prvi prelom v boju zoper korupcijo in organizirano kriminaliteto, ki ga v Sloveniji potrebujemo, tudi zato, da se v Sloveniji vrne zaupanje v pravno državo in da tisti, ki kršijo, na koncu tudi odgovarjajo," je komentiral Logar.
Neuradno naj bi predlog zakona želeli v državni zbor poslati še pred parlamentarnimi počitnicami, ki se sicer začnejo že čez mesec dni. A bo po ocenah nekaterih naših sogovornikov to – tudi zato, ker naj bi pisci predloga usklajevanja načrtovali še za mesec julij – težko uresničljivo.
