Niško Javno komunalno preduzeće (JKP) Naissus je 1. juna sklopilo ugovor vredan preko 195.000 evra za angažovanje privatnog obezbeđenja sa beogradskom firmom Cyber Security and Defence, preko tendera, prenele su Južne vesti.

Iako je vrednost ugovora bez PDV 19.128.300 dinara, odnosno 22.953.960 dinara sa PDV, tender je bio izuzet od Zakona o javnim nabavkama. Uz to, na Portalu javnih nabavki nema detalja o usluzi koju ovo javno preduzeća plaća parama građana, istakle su Južne vesti .

"Pravni osnov je član 27 tačka tri – nabavke čija je procenjena vrednost manja od pragova do kojih se Zakon ne primenjuje – za nabavku društvenih i drugih posebnih usluga iz člana 75 ovog zakona čija je procenjena vrednost manja od 15 miliona dinara kada nabavku sprovodi javni naručilac, odnosno manja od 20 miliona dinara kada nabavku sprovodi sektorski naručilac", naveli su iz JKP Naissus u obrazloženju.

Na pitanje da dodatno obrazlože zaobilaženje Zakona o javnim nabavkama, iz JKP Naissus nisu odgovorili.

Prema pisanju Južnih vesti, Niški Vodovod je i u oktobru prošle godine raspisao tender za angažovanje privatnog obezbeđenja, ali je tada dokumentacija bila objavljena javno i tražili su 12 radnika.

Tada je sklopljen ugovor vredan oko 7,2 miliona dinara sa firmom Guard Rovčanin Security iz Beograda, ali da taj ugovor nije realizovan, objavljeno je 1. juna kada je preduzeće sklopilo ugovor sa firmom Cyber Security and Defence.
