Slovenska kultura naj zaradi majhnosti trga in jezika ne bi mogla preživeti brez subvencij. To je ena redkih trditev, okoli katere obstaja skoraj popolno soglasje – od leve do desne. V kulturi, na primer v založništvu, pogosto slišimo, da slovenske kulture ni mogoče prepustiti trgu, zato jo je treba spodbujati z javnimi sredstvi. To velja tudi za druga področja kulture ali tista, ki naj bi bila na presečišču kulture, umetnosti in znanosti. Slovenski kulturni model je v veliki meri upravljan s sistemom subvencij.

Sama nisem prepričana, da je ravno majhnost argument za tak sistem. Morda je lahko prav nasprotno: majhnost bi nas morala prisiliti k še bolj natančnemu premisleku o tem, kako tak sistem deluje in kakšne učinke ima.

Pogosto poslušamo, da primerjave z Dunajem niso smiselne. Da je tam mogoče tisto, kar pri nas ni: učinkovitejši javni promet, delujoča stanovanjska politika ali kulturni sektor, ki je tudi gospodarsko uspešen. Kot da v Sloveniji veljajo posebni zakoni: mogoče je nemogoče. Kar je na Dunaju izvedljivo, tukaj ni.

Tudi sama menim, da je nekatera področja umetnosti in kulture smiselno podpirati. Alternativa ni preprosta in tudi čista tržna logika bi verjetno osiromašila pomembne dele kulturne produkcije. Prav zato bi morali biti pri oblikovanju subvencijskih sistemov še posebej previdni. Ob takšnem sistemu moramo dobro poznati okolje, v katerem delujemo, in razumeti, kakšne posledice v javnem prostoru povzroča redistribucija skupnega denarja v določene kanale. Kakšna so tveganja...
