Sjedinjene Američke Države tvrde da su blizu novog sporazuma koji bi okončao tromjesečni rat s Iranom. Detalji još nisu objavljeni, ali jedno pitanje već visi nad cijelim procesom: hoće li Donald Trump sada dobiti bolji dogovor od onog iz kojeg se sam povukao 2018. godine?

Riječ je o nuklearnom sporazumu iz 2015. godine, poznatom kao JCPOA, koji su s Iranom potpisale SAD, Rusija, Kina, Francuska, Velika Britanija i Njemačka. Cilj je bio produžiti vrijeme koje bi Iranu bilo potrebno za proizvodnju nuklearne bombe s nekoliko mjeseci na oko godinu dana. Teheran je sve vrijeme tvrdio da njegov nuklearni program nije vojni.

Šta je Iran dobio

Iran je zauzvrat dobio veliko ublažavanje sankcija. SAD, Evropska unija i Ujedinjene nacije ukinule su ili suspendovale mjere koje su pogađale iranski naftni, gasni, petrohemijski, bankarski, brodarski i automobilski sektor, kao i trgovinu zlatom i mineralima.

Sankcije su skinute i s Centralne banke Irana i niza drugih institucija i pojedinaca. SAD su, između ostalog, dozvolile prodaju komercijalnih aviona Iranu, kao i uvoz iranskih tepiha i hrane.

Šta je Iran morao dati

Zauzvrat je Iran pristao na ozbiljna ograničenja nuklearnog programa. Obogaćivanje uranija trebalo je biti ograničeno na 3,67 posto tokom 15 godina, daleko ispod nivoa od oko 90 posto potrebnog za nuklearno oružje.

Iran je također pristao da zalihe obogaćenog uranija ograniči na 300 kilograma, da broj centrifuga smanji sa oko 19.000 na nešto više od 6.000 i da višak materijala razrijedi ili iznese iz zemlje. Prema tadašnjim podacima SAD-a, to je značilo smanjenje iranskih zaliha za oko 98 posto.

Podzemno postrojenje Fordow trebalo je biti pretvoreno u istraživački centar, dok je reaktor na tešku vodu u Araku morao biti redizajniran tako da ne može proizvoditi plutonij pogodan za nuklearno oružje.

Kontrole bez presedana

Jedan od najvažnijih dijelova sporazuma bile su inspekcije. Međunarodna agencija za atomsku energiju dobila je široka ovlaštenja za nadzor iranskog nuklearnog programa i pristup ključnim postrojenjima.

Upravo je taj dio sporazuma njegovim pristalicama bio ključan argument: čak i ako dogovor nije uklanjao svaki rizik, stvarao je mehanizam kontrole i upozorenja.

Trump ga je srušio

Trump je tokom prvog mandata tvrdio da je sporazum loš, preblag prema Teheranu i da ne rješava iranski raketni program ni regionalni utjecaj Irana. SAD su se iz JCPOA povukle 2018. godine i ponovo uvele sankcije.

Iran je godinu kasnije počeo kršiti odredbe sporazuma. Do 2025. vraćene su i UN sankcije, čime je dogovor praktično prestao postojati.

Može li novi biti bolji?

Upravo zato je današnji trenutak politički neugodan za Trumpa. Ako novi sporazum bude slabiji od JCPOA, protivnici će tvrditi da je Washington godinama prošao kroz krizu, rat i ekonomske potrese samo da bi se vratio na lošiju verziju starog dogovora .

Ako bude strožiji, Trump će moći tvrditi da je pritisak dao rezultat . Ali za sada nije jasno da li će novi sporazum zaista ograničiti iranski nuklearni program na način na koji je to činio JCPOA, niti da li će uključiti efikasne inspekcije, rokove i sankcioni mehanizam.

Prema izvještajima američkih i međunarodnih medija, novi dogovor bi mogao otvoriti put za produženje primirja, ponovno otvaranje Hormuškog moreuza i nastavak pregovora o nuklearnom programu. Međutim, Iran i SAD zasad različito predstavljaju moguće ustupke, a Teheran poručuje da ne treba žuriti s tvrdnjama da je sporazum već završen.

Zato se ključno pitanje ne tiče samo toga da li će novi dogovor zaustaviti rat. Pitanje je i da li će biti bolji od sporazuma koji je već postojao - i koji je Trump odlučio napustiti.
