Grau still breathes: another RN is dropped from the indictment, but his fate still depends on the PDG and the liberals

The constitutional accusation against former Finance Minister Nicolás Grau (Frente Amplio) continued to be debated by a mixed committee. Tenemos votos más que necesarios”, dijo este lunes, en Desde La Redacción de La Tercera , el jefe de la bancada del Partido Nacional Libertario, el diputado Cristóbal Urruticoechea, frente a la presentación de una acusación constitucional contra del exministro de Hacienda Nicolás Grau (Frente Amplio).

El libelo de cuatro capítulos, cuya base fue redactada por los libertarios, finalmente contó con firmas de RN, del PDG, de los republicanos y de un independiente ex PSC. La UDI, por su parte, acordó no prestar firmas, pero sus legisladores se comprometieron a apoyar el escrito.

La puesta en escena trató de dar cuenta de ello, con señales de unidad y de confianza, en vista de que paulatinamente el oficialismo se ha ido alineando detrás de la acusación. Además, se han ido sumando apoyos de legisladores de oposición, por ejemplo, los PDG, Patricio Briones y Javier Olivares (que firmaron la presentación), y el independiente René Alinco.

Con ellos, hipotéticamente, ya habría una mayoría de 79 votos. El desenlace, sin embargo, aún está por verse, ya que puede haber desmarques en la derecha.

Confianza

Al menos la ofensiva generó expectación. De hecho, cuando se presentó el texto este lunes, la oficina de partes de la Cámara no daba abasto con la gran cantidad de funcionarios, asesores y periodistas, además varios legisladores -no todos patrocinantes del libelo- que se congregaron en el lugar para presenciar el ritual de firmas ante la secretaria Francisca García, quien ofició como ministra de fe.

Era tal la confianza detrás de esta arremetida, que el mismo diputado Urruticoechea aseguró que ya contaban con los votos en la Cámara, por lo que emplazó directamente al Senado, que se constituiría en jurado, si es que el libelo es aprobado por los diputados. “Esto en la Cámara Baja va a avanzar, y el llamado es a la Cámara Alta... Queremos que la Cámara Alta entienda que es necesario que alguien que maquilló cifras, mintió, vulneró números, no puede estar en el servicio público al menos por 5 años”, dijo.

El jefe de bancada de los republicanos, Benjamín Moreno, en tanto -a pesar de la cautela expresada por el presidente de su colectividad, el senador Arturo Squella, el domingo pasado-, justificó con duras palabras esta ofensiva en contra del exministro de Hacienda. “Quien las hace, las paga. Y para el futuro del país es importante, que cuando hay errores, y más que errores, son asimilables a horrores financieros, estos no pueden quedar impunes”, dijo.

Inmediatamente el ambiente quedó exaltado en el Congreso y las bancadas de oposición reaccionaron con críticas al actual ministro de Hacienda, Jorge Quiroz, a quien apuntaron como el verdadero responsable de la crisis económica que viven las familias.

Anticipándose a un escenario así, en las horas previas, el biministro del Interior y vocero, Claudio Alvarado (UDI), si bien reiteró que el gobierno respetaba las atribuciones y los tiempos de los parlamentarios para iniciar acciones fiscalizadoras, también expresó su deseo de que esta presentación no escale.

Consultado sobre si esto podría abrir una “temporada” de ofensivas constitucionales, dijo que “yo espero que no, que la política se defina con otras formas, con un buen debate. Y, si caemos en una espiral de acusaciones, yo creo que lo único que estamos contribuyendo es a desprestigiar la actividad política; cuando hay fundamentos, hay que hacerlo”.

Este tema no era fácil para el Ejecutivo, ya que inevitablemente un texto de esta naturaleza podría contaminar las conversaciones que están desarrollando para sacar el megaproyecto de reconstrucción y reactivación económica.

No obstante, según fuentes parlamentarias, La Moneda finalmente habría dado luz verde para que el libelo se presentara, con la única exigencia de que oficialismo actuara unido, toda vez que la arremetida ya estaba anunciada y difícilmente podía ser revertida.

“El Parlamento tiene, dentro de las facultades de la Cámara de Diputados, la posibilidad de plantear interpelaciones, de plantear acusaciones, y es legítimo que el Parlamento lo haga. Yo fui parlamentario, me tocó participar en algunas... Un grupo de parlamentarios puede levantar una acusación constitucional y está dentro de su derecho”, dijo por su parte el Presidente José Antonio Kast .

Ante las preguntas de si ello afecta el diálogo por la megarreforma, señaló que “yo iría por cuerdas separadas, porque lo que estamos planteando es una reforma estructural a un tema tributario, a un tema de inversiones, a un tema de regulaciones, que no creo que deba ser la moneda de cambio, porque si yo le dijera ‘le cambio la acusación por los votos a este proyecto’, creo que no correspondería”.

Tensiones en la derecha

El proceso para llegar a presentar el escrito contra Grau estuvo marcado por roces en la derecha.
