Ο Ουκρανός πρόεδρος υποστήριξε ότι βασικοί οδικοί άξονες ανεφοδιασμού έχουν παραλύσει, ενώ η χερσόνησος που η Ρωσία προσάρτησε το 2014 αντιμετωπίζει σοβαρές ελλείψεις καυσίμων.
