The Special Section of the Specialized State Prosecutor's Office (SDT) filed an indictment against the former Director General of Police Senad Jušić at the District Court in Ljubljana last week, alleging that he was inciting the crime of taking profits for illegal intervention, the Special Section of the SDT confirmed for Večer.
Former Director General of Police Senad Jušić PHOTO: Bobo The indictment follows a judicial investigation that was requested by the prosecution in July last year and started in October last year.
It considered that Jušić's conduct could not be classified as an attempt to abuse his office, as the complainant had argued, but that there were grounds for suspecting the offence of inducing the offence of receiving a benefit for an unlawful transaction, that is to say, the offence of corruption.
In her indictment, Gončinova wrote that Jušić, at a meeting in early January last year at the General Police Directorate in Ljubljana, had greatly exceeded his powers as Director General of the Police, and had met with him about the situation in the Centre for Protection and Protection (CVZ) and the irregularities in its protection, which she had pointed out for some time.
According to the prosecutor, during the conversation, Jušić allegedly raised the issue of the criminal complaint he had filed against former acting Director General of Police Boštjan Lindav for allegedly disputed employment in the Police. He allegedly expected Jušić to intervene on his behalf with a colleague in the special department SDT or to try to influence the handling of the case. The prosecutor also wrote in the complaint that Jušić had informed her that he wanted her help, and in return he allegedly hinted at inviting her to a candlelight dinner. She assessed that this was an unacceptable attempt to influence the work of the prosecution, so she interrupted him, the newspaper says.
Gončinova filed a criminal complaint against some individuals from the leadership of the police and the CVZ, today the Office for Protection and Protection (UVZ), to the Special Department of the SDT at the end of January last year. She filed the complaint because of alleged irregularities in her protection in 2023 and 2024, when the center was headed by Tomaž Brezic and Franc Šešerko. Among the defendants was the Director General of the Police Senad Jušić, who took over the function of Director General of the Police in September 2023, but resigned in January last year.
At the beginning of April last year, she filed a motion with the District Court in Ljubljana to carry out individual investigative actions against several employees of the Central Intelligence Agency and the police for alleged irregularities in her protection.

What is the role of the Specialized Public Prosecutor's Office (SDT) in the Slovenian legal system?
The Specialized State Prosecutor's Office is a special branch of the State Prosecutor's Office in Slovenia, established to prosecute the most demanding forms of crime. Their jurisdiction primarily covers cases of organised crime, economic crime, corruption, terrorism and other crimes which, due to their complexity, scale or international nature, require specially qualified prosecutors.
What is the legal terminology for "legitimate accusation"?
A final indictment is a key milestone in a criminal proceeding, which means that the court, after reviewing the indictment, has determined that there is reasonable suspicion that the accused has committed the alleged crime. When the prosecution files the indictment, the defense has the opportunity to lodge an objection, which is decided by an extra-judicial panel of the court. If the court rejects the objection, or if the defense does not lodge an objection at all, the indictment becomes final. Only with the final indictment does the path to the main hearing or trial open, where the court will decide on the guilt or innocence of the accused.
In criminal law, what does "inciting" to commit a crime mean?
Seduction is a form of participation in a crime in which a person (the seducer) intentionally influences another person to decide to commit a crime. The essence of seduction is not in the direct execution of the act, but in the psychological influence or persuasion by which the seducer induces the decision or decision to commit a crime in the other. In legal terms, the seducer is punished as severely as the direct perpetrator, since it is precisely his will that triggered the chain of events that led to the violation of the law.
