Miroslav Talijan rođen je 1970. godine u Smederevskoj Palanci. Posle Vojne gimnazije, završio je i Vojnu akademiju, smer pešadija, a potom nastavio da se obrazuje na Fakultetu bezbednosti gde je završio master studije, potom na Fakultetu političkih nauka specijalističke studije, a doktorirao je 2008. godine na Vojnoj akademiji. Posle osam godina završio je i Visoke studije bezbednosti i odbrane.
Već godinama je u vojnoj službi, a od prvog položaja potpuručnika napredovao je do komadanta 72. brigade za specijalne operacije, što je postao 2018. godine, piše na sajtu Vojske Srbije.
Službu je započeo kao komandir voda u četi vojne policije, a potom i kao komandir voda u padobransko-izviđačkoj četi, komandir odeljenja u četi vojne policije Bataljon za protivteroristička dejstava, komandir padobranske čete, komandant Bataljona za protivteroristička dejstava, nastavnik na Katedri operatike na Vojnoj akademiji, rukovodilac poslediplomskih studija i usavršavanja u Školi nacionalne odbrane na Vojnoj akademiji, načelnik Škole nacionalne odbrane, načelnik Vojne akademije, pa sve do komadanta Specijalne brigade, posle čega je dobio dužnost komadanta 72. brigade za specijalne operacije.
