After two decades of vacancy, construction has begun at the former HŽ building in Zagreb, transforming the long-empty structure into a residential complex of 150 apartments aimed at young people. The original architect, Dušan Kostić, who designed the building, passed away recently, and his son now holds the authorship rights. According to the justification provided, transferring these rights would require paying compensation before initiating a new tender process, which would likely result in higher costs. Therefore, the agency opted for a direct approach to ensure continuity and cost-effectiveness. The project’s timeline includes a ten-day period for any potential appeals to the State Commission for Public Procurement Procedures, following the announcement of the decision. Additionally, the preparation of the project documentation must be completed within 36 months after the contract is signed. These deadlines reflect the structured approach taken by the agency to manage both legal and administrative aspects of the redevelopment.
