Goršek requested specific information from the ministers regarding whether the subsidy program will continue, when the next public call for applications will be published, how much funding will be available, and what the anticipated subsidy amounts per vehicle category will be. He emphasized the responsibility of the Ministry of Finance, noting that the Law on Infrastructure for Alternative Fuels and Promotion of Transition to Alternative Fuels in Transport already outlines multiple funding sources, including state budget allocations, earmarked annual motor vehicle taxes, and funds from the Climate Fund. According to Goršek, this suggests a need to shift from short-term financial provisions for individual calls to a stable, multi-year funding mechanism. In his written motion, Goršek proposed the creation of a multi-year financial framework with predetermined minimum annual funding levels and a mechanism to increase available resources in cases of higher demand. This approach would prevent situations where unexpected high interest in electric vehicles depletes funds rapidly, forcing the government to spend months setting up new calls. He also urged immediate resolution for consumers who ordered electric vehicles while the subsidy was active but could not yet take possession or register them due to objective delivery timelines. In such cases, he suggested exploring options to ensure these individuals are not solely responsible for the consequences of unforeseen fund exhaustion. The motion specifically requests clear answers from the relevant ministries on whether the subsidy for electric vehicles will continue, the schedule for announcing the next public call, including publication dates and start times for application submissions, the total amount of funding allocated for the next call, and the projected subsidy values per vehicle category. It further asks for the preparation of a multi-year, stable financial framework for subsidizing electric vehicles, the definition of a stable funding source, including the use of earmarked annual motor vehicle tax revenues and Climate Fund resources, and the establishment of an automatic mechanism to increase funds when demand significantly exceeds projections. Additionally, it seeks solutions for consumers who ordered vehicles during the validity of subsidies but could not yet take delivery or register them due to delivery delays, along with a review of funding sources for subsidies in 2025 and 2026 and future financing plans. Finally, it calls for the preparation of a publicly accessible multi-year incentive policy plan that allows consumers and the automotive industry to make more predictable decisions. The issue highlights growing concerns among consumers and policymakers about the reliability of current subsidy mechanisms for transitioning to electric mobility. With increasing interest in electric vehicles, the need for a structured and sustainable funding model becomes ever more pressing. As the government moves forward, the response from the ministries and potential changes to the subsidy framework will be crucial in shaping the future of electric vehicle adoption in the country.
