Minister Cigler King at the AGRA fair announces €8.1 million in aid to farmers

Minister za kmetijstvo Janez Cigler Kralj je na 64. Mednarodnem kmetijsko-živilskem sejmu AGRA objavil, da bo država in Evropska unija skupaj poskušala zagotoviti 8,1 milijona evrov pomoči kmetom zaradi višjih cen energentov in gnojil. Poleg tega bo ministrstvo pospešilo izplačila pomoči zaradi lanskih vremenskih ujm, pri čemer bo do avgusta izplačana glavnina sredstev zaradi suše v višini 8,45 milijona evrov, kar bo skupno pomoč ob suši preseglo 16 milijonov evrov.

Minister for Agriculture Janez Cigler Kralj has pledged government support to livestock farmers affected by a severe drought in the Kranj region, warning them against making hasty decisions such as reducing their herds or selling animals. The minister visited the area to assess the damage caused by the drought and emphasized that the biggest challenge currently is the over 50 percent drop in feed availability for livestock producers. He assured farmers that the state will find effective and swift measures to help secure feed supplies. Farmers were urged not to panic and sell their livestock, while consumers were called upon to show solidarity by purchasing locally produced food, even if it is less visually appealing or more expensive than imported products. Cigler Kralj expressed deep concern after hearing stories from farmers and seeing the extent of the damage. Many have recorded losses exceeding 50 percent, with some reporting over 70 percent reductions in yield. The minister explained that prolonged heat and lack of rainfall have led to conditions where crops are essentially being baked in the sun, causing irreversible harm. This situation has left many livestock farmers struggling with how to feed their animals in the coming months. The government has accelerated procedures to provide financial assistance, including payments related to last year's drought and the current one. These payments aim to partially alleviate the impact of this year’s drought. Additionally, efforts are underway to expedite the disbursement of subsidies following harvests, as waiting a full year for compensation is unsustainable under these circumstances. A key goal is to halve the time required for these payments. Farmers will also receive support to mitigate the rising costs of fertilizers and energy. The European Commission has allocated 2.7 million euros to Slovenia for this purpose, and each country can add up to 200 percent of these funds. The government has already reached consensus on using its maximum contribution, which is expected to bring additional funding totaling 8.1 million euros. President of the Slovenian Agricultural and Forestry Association (KGZS) Jože Podgoršek welcomed the EU support for mitigating the increased cost of fertilizers and energy. He noted that it is crucial for both the minister and the entire government to seek solutions quickly to provide immediate aid to the most vulnerable groups of farmers, particularly those raising livestock. On farms dedicated to animal husbandry, there is a shortage of feed lasting several months due to the drought compared to usual years. Podgoršek stressed the importance of informing farmers that they are not alone and that assistance will be available, urging them not to panic and sell their livestock. Market prices are falling, and the market is saturated. There is a high risk that selling breeding stock could lead to a significant shortage of beef not just in Slovenia but also more broadly. As an example, he mentioned that Austrian slaughterhouses currently have three times more cattle than usual. The association expects further measures to stabilize agriculture in Slovenia this autumn. Last week, the association submitted a set of proposals aimed at overcoming the crisis, and the minister confirmed ongoing communication with the association and other stakeholders to prepare effective measures. Challenges are not limited to livestock farming but extend to other sectors as well. Podgoršek highlighted that grapevines are maturing prematurely, leading to small and poor-quality yields. Significant losses are also reported in certain field crops, potatoes, and vegetables. Similar issues are present in fish farming. Looking ahead, Cigler Kralj indicated that due to changes in agricultural meteorological conditions, a strategic shift in approach to farming is necessary. In the new strategic plan for agricultural policy, measures should be established together with experts to invest more in preventive actions, irrigation systems, shading, and other technologies to reduce the effects of drought. The minister emphasized the need to adjust the existing system to allow faster access to permits and to eliminate bureaucratic obstacles faced by farmers. He specifically praised the public advisory service, noting that advisors from agricultural and forestry institutions play a critical role during natural disasters. As an example, he cited corn, which some farmers want to harvest early due to the drought, although the stalk still contains too much moisture, potentially leading to overheating of silage and the development of harmful bacteria. The ministry has committed to rapid action regarding financial support. Cigler Kralj announced that payments for damages from last year's drought and the current one will begin by the end of August. In addition, the government, along with the European Commission and the cabinet, is seeking additional funding sources to assist agriculture. The 2.7 million euros in European funds are available, and the ministry is working to identify and utilize these resources effectively.

We urge livestock farmers not to panic and start selling their livestock.
