From infrastructure to military drills, China deepens footprint in Egypt as Xi visits Cairo

Chinese President Xi Jinping began a high-profile state visit to Egypt on Tuesday, marking the first trip to Cairo since 2016 and coinciding with the 70th anniversary of diplomatic relations between the two nations. The visit underscores a growing strategic partnership, with both sides emphasizing a "comprehensive strategic partnership" aimed at expanding economic, technological, and defense collaboration. During his stay, Xi will engage in talks with Egyptian President Abdel Fattah el-Sisi, focusing on deepening bilateral ties amid shifting global dynamics. Xi's arrival follows several major developments in China-Egypt relations, including the completion of significant infrastructure projects initiated during his previous visit. One of the most prominent is the New Administrative Capital, where Chinese firms such as China State Construction Engineering Corporation have played a pivotal role. At the heart of this project is the Iconic Tower, standing at 385.8 meters, which holds the title of Africa's tallest building. This area, designed to serve as a modern hub for commerce and governance, reflects China's growing influence in shaping Egypt's urban landscape. In addition to infrastructure, China has contributed to Egypt's transportation network through the development of a light rail system connecting Cairo's eastern suburbs with emerging urban centers. A China-Egypt Industrial Zone near the Suez Canal, established to foster economic collaboration, now hosts over 200 companies and has generated more than 10,000 direct jobs, according to Chinese reports. Total investments in the region exceed $4.7 billion, highlighting the scale of economic integration between the two nations. Recent data indicates a surge in bilateral trade, reaching $11.3 billion in the first half of 2026, a 21.5% increase compared to the same period in the prior year. Egyptian exports to China nearly tripled to $840.8 million, primarily driven by shipments of fuel, mineral oil, fruits, vegetables, and cotton. However, Egypt's import bill from China ballooned to $10.4 billion, dominated by machinery and electrical equipment valued at $4.1 billion. This trade dynamic reveals a growing dependency on Chinese goods, prompting Egypt to seek ways to balance the equation by encouraging local manufacturing and broader market access for its products. To address these challenges, Egypt and China have signed a five-year program spanning 2024–2028, aiming to boost local production and technology transfer in sectors such as electric vehicles, electronics, solar panels, chemicals, and modern agriculture. Artificial intelligence is also identified as a key focus area. El-Sisi emphasized the need for increased Chinese investment in renewable energy, shipbuilding, and EV battery storage, along with expanded cooperation in telecommunications, AI, and space science. Defense cooperation is another critical component of the evolving relationship. China and Egypt are conducting the second iteration of their joint air force exercise, known as "Eagles of Civilisation," taking place at Egyptian air bases from mid-August through early September. The drills involve complex maneuvers such as air combat tactics, air superiority operations, combat search and rescue, and joint force deployment. This marks a notable shift in Egypt's defense strategy, which seeks to diversify its military partnerships beyond traditional allies like the United States. While the U.S. continues to provide substantial military aid to Egypt, Washington has not issued public comments on the recent Chinese exercises. The Pentagon has expressed concerns about China's increasing military engagements with U.S. partners in the Middle East and Africa, though no formal response has been made regarding the specific drills in Egypt. Egypt's approach to defense partnerships reflects a broader effort to balance regional alliances with global economic interests, including participation in organizations such as BRICS, the New Development Bank, and the Shanghai Cooperation Organization. As Xi and el-Sisi prepare for their discussions, the future trajectory of their relationship appears crucial for both nations. For China, Egypt represents a vital bridge between the Arab world and Africa, offering access to a population of over 100 million and strategic positioning around the Suez Canal. For Egypt, the partnership provides opportunities for economic growth, technological advancement, and enhanced geopolitical leverage. The outcomes of this visit could shape the direction of their collaboration for years to come.
