Top operative of China-born tycoon Chen Zhi extradited from Cambodia

Liu Ren, a key member of a criminal organization led by Chinese tycoon Chen Zhi, has been extradited from Cambodia to China. According to the Chinese Ministry of Public Security, Liu was directed by Chen in 2016 to establish Jinbei, an entity operating online gambling platforms targeting Chinese citizens. Since 2020, Jinbei Group allegedly conducted large-scale telecom and online fraud in Cambodia. Liu faces charges including suspected illegal detention and intentional injury. Chen was previously extradited to China in January and is accused of fraud and illegal business activities.

Liu Ren, a central figure of a criminal group masterminded by Chinese tycoon Chen Zhi , has been extradited from Cambodia to China.

Chinese police recently escorted Liu from Cambodia back to China, the criminal investigation department of the Chinese Ministry of Public Security said in a statement on Wednesday.

The statement said Chen – who was extradited to China earlier this year and is accused by both Beijing and Washington of transnational fraud – directed Liu in 2016 to found a group called Jinbei that operated multiple online gambling platforms and aggressively lured Chinese citizens into gambling.

It said that since 2020, Jinbei Group had also operated telecoms fraud compounds in Cambodia and carried out large-scale telecoms and online fraud involving “extremely large amounts” of money.

Liu was also being charged with suspected illegal detention and intentional injury, and his case was under investigation, Chinese police said in the statement.

Cambodia arrested Chen and sent him back to China in January. He had been charged with fraud and illegal business operations, among other crimes.
