Νόμο «καλής διαγωγής» πέρασε η Σουηδία για τους μετανάστες: Αν παρεκτραπούν, θα απελαθούν
Ενόψει των εκλογών του Σεπτεμβρίου η κυβέρνηση αυστηροποιεί τη νομοθεσία
Το σουηδικό κοινοβούλιο υπερψήφισε τη Δευτέρα νόμο που επιτρέπει στις Αρχές να ανακαλούν λόγω κακής διαγωγής τις άδειες παραμονής των μεταναστών.
Το να έχουν απλήρωτα χρέη, να απασχολούνται σε ανασφάλιστη εργασία ή να έχουν σχέσεις με εξτρεμιστικές οργανώσεις, συνιστά «κακή διαγωγή».
Ο νόμος, ο οποίος καλύπτει τις εκκρεμείς άδειες, αλλά επίσης αναδρομικά τις άδειες που έχουν ήδη εκδοθεί , αποτελεί μέρος ευρύτερης αυστηροποίησης της μεταναστευτικής νομοθεσίας από τη δεξιά κυβέρνηση και το κόμμα που τη στηρίζει, τους εθνικιστές Σουηδούς Δημοκράτες, ενόψει των βουλευτικών εκλογών του Σεπτεμβρίου .
Ο νόμος έχει επικριθεί από την αντιπολίτευση και οργανώσεις προάσπισης των ανθρωπίνων δικαιωμάτων ως αυθαίρετος, διότι οι αποφάσεις θα λαμβάνονται βάσει συμπεριφορών που δεν έχουν κριθεί εγκληματικές .
«Η νόμος περί καλής διαγωγής αφήνει τους ανθρώπους στην ανασφάλεια σχετικά με ποιες ενέργειες ή εκφράσεις μπορούν να χρησιμοποιούνται σε βάρος τους», υπογράμμισε σε μια ανακοίνωση η οργάνωση Civil Rights Defenders με έδρα τη Στοκχόλμη. Πρόσθεσε ότι «υπονομεύει το κράτος δικαίου και την αρχή της ισότητας ενώπιον του νόμου».
Η κυβέρνηση, η οποία κέρδισε τις εκλογές του 2022 με την υπόσχεση να μειώσει τη μετανάστευση και να καταστείλει το έγκλημα , έχει πει πως άνθρωποι που παρεκτρέπονται ή διαπράττουν εγκλήματα δεν είναι ευπρόσδεκτοι.
Ο νόμος δεν διευκρινίζει τι είδους συμπεριφορές θεωρούνται απαράδεκτες, όμως η κυβέρνηση έχει κάνει λόγο για απλήρωτα χρέη, μη καταβολή φόρων, εγκληματικότητα και διασυνδέσεις με εξτρεμιστικές οργανώσεις . Η Υπηρεσία Μετανάστευσης επιφορτίζεται με το καθήκον επανεξέτασης των αδειών, ενώ αναγνωρίζεται το δικαίωμα έφεσης ενώπιον ενός δικαστηρίου για τη μετανάστευση.
«Οποιοσδήποτε δεν καταβάλλει προσπάθειες να κάνει το σωστό δεν θα πρέπει να θεωρεί δεδομένο πως θα παραμείνει», είχε δηλώσει ο υπουργός Μετανάστευσης Γιόχαν Φόρσελ, όταν παρουσίασε το νομοσχέδιο τον Μάρτιο.
