Ante Žigman jedini je kandidat za guvernera HNB-a, Vujčićevog nasljednika koji je otišao u Frankfurt na novu funkciju potpredsjednika Europske središnje banke.

Sabor u utorak nastavlja plenarno zasjedanje, a zastupnici će ovog tjedna, u srijedu, raspravljati o Anti Žigmanu kao kandidatu za novog guvernera Hrvatske narodne banke (HNB) te ga u petak i izglasati za ovu dužnost na kojoj će zamijeniti Borisa Vujčića.  Ante Žigman jedini je kandidat za guvernera HNB-a, Vujčićevog nasljednika koji je otišao u Frankfurt na novu funkciju potpredsjednika Europske središnje banke .

Predložio ga je Klub zastupnika HDZ-a, dok prijedloga kandidata ostalih saborskih klubova nije bilo. Prijedloge su mogli uputiti Odboru za izbor, imenovanja i upravne poslove do početka lipnja. Procedura imenovanja je takva da Odbor za izbor i imenovanja, na prijedlog klubova zastupnika, Saboru upućuje prijedlog kandidata uz prethodno mišljenje Odbora za financije i državni proračun.

Odbor za imenovanja sastat će se sutra, a Odbor za financije prošlog je tjedna saslušao Žigmana, što je bilo prvo saslušanje ijednog guvernera pred tim Odborom, te glasovima zastupnika parlamentarne većine dao pozitivno mišljenje.

Potom će zastupnici u srijedu na plenarnoj sjednici raspravljati o novom guverneru, kao i o tehničkoj proceduri njegova razrješenja s funkcije predsjednika Upravnog vijeća Hrvatske agencije za nadzor financijskih usluga, s obzirom na nespojivost obnašanja dvije dužnosti.

Istog su dana na dnevnom redu sjednice i dva oporbena zakonska prijedloga Kluba Možemo!. Izmjenama Zakona o hrvatskim braniteljima iz Domovinskog rata i članovima njihove obitelji predlažu povećanje mirovina braniteljima koji su nakon Domovinskog rata ostali raditi i otišli u redovnu mirovinu prema Zakonu o mirovinskom osiguranju.

Povećanjem polaznog faktora za izračun mirovine tim braniteljima s jedan na 1,25, mirovine bi im se, procjenjuju, povećale za oko 20 posto. Predlažu i izmjene za branitelje čije se mirovine određuju prema propisima o djelatnim vojnim osobama, policijskim službenicima i ovlaštenim službenim osobama, odnosno ukidanje ograničenja kojim se, ovisno o visini mirovine, umanjuje iznos koji primaju.

Pred zastupnicima i prijedlog odluke o donošenju Prostornog plana isključivog gospodarskog pojasa

Prije toga, u utorak, zastupnici će raspraviti prijedlog odluke o donošenju Prostornog plana isključivog gospodarskog pojasa RH u Jadranskom moru. Riječ je o strateškom dokumentu koji prvi put cjelovito definira prostorno planiranje morskog područja Hrvatske s naglaskom na održivo upravljanje prirodnim resursima, zaštitu morskog ekosustava te razvoj gospodarskih aktivnosti u skladu s europskim i međunarodnim standardima.

Način korištenja isključivoga gospodarskog pojasa i aktivnosti u tom području obuhvaćaju akvakulturu, ribolovna područja, istraživanje i eksploataciju ugljikovodika, podmorske kabele i cjevovode, pomorski promet, posebnu namjenu, primjerice, vojne vježbe, očuvanje prirode i vrsta te zaštićena morska područja, podvodnu kulturnu baštinu te znanstvena istraživanja.

Predviđenim Prostornim planom omogućava se istraživanje i eksploatacija ugljikovodika samo na postojeća tri eksploatacijska polja “Izabela”, “Sjeverni Jadran” i “Marica”, sloboda polaganja podmorskih kabela i cjevovoda, i u pravilu je dopuštena plovidba bez ograničenja.

U petak glasanje

Na dnevnom redu sutrašnje sjednice je i godišnji izvještaj o izvršenju državnog proračuna za 2025. godinu, u kojoj je ukupni manjak općeg proračuna prema nacionalnoj metodologiji računskog plana zabilježen u iznosu od 3,9 milijardi eura ili 4,2 posto BDP-a. Pri tome je manjak državnog proračuna iznosio 3,4 milijardi eura ili 3,6 posto BDP-a, dok su jedinice lokalne i područne (regionalne) samouprave i njihovi izvanproračunski korisnici ostvarili manjak od 693,4 milijuna eura ili 0,7 posto BDP-a. Izvanproračunski korisnici državnog proračuna ostvarili su višak od 149,2 milijuna eura ili 0,2posto BDP-a.

Ukupni prihodi ostvareni su u iznosu 32,6 milijardi eura, što je 1,2 posto manje od plana, ali 6,8 posto više nego godinu ranije, a rashodi u iznosu 36 milijardi eura, što je 9,9 posto više nego 2024. godine. Tijekom prošle godine zabilježen je nastavak rasta domaće ekonomske aktivnosti, pri čemu je realni rast bruto domaćeg proizvoda (BDP) iznosio 3,4 posto, dok je inflacija, mjerena indeksom potrošačkih cijena, ubrzala s tri na prosječnu razinu 3,7 posto.

U četvrtak će zastupnici raspraviti Vladine prijedloge izmjena dva zakona - o službenoj statistici te veterinarskim lijekovima i medicinskim proizvodima dok je petak rezerviran za izjašnjavanje o amandmanima te glasanje u podne.
