Visoki zvaničnik američke administracije pročitao je dokument pod nazivom "Islamabadski memorandum o razumijevanju između Sjedinjenih Američkih Država i Islamske Republike Iran". Sporazum postavlja jasne smjernice za hitno otvaranje Hormuškog moreuza, ublažavanje finansijskih restrikcija Iranu, te definiše očekivanja od predstojećih tehničkih pregovora o iranskom nuklearnom programu.
"Ovo je u osnovi sporazum koji nam omogućava da odmah otvorimo Hormuški moreuz, obavežemo Irance na uništavanje nuklearne prašine, a zatim nam daje polugu: ako Iranci pokažu dobro ponašanje, mi odgovaramo povećanjem ekonomske pomoći i ukidanjem sankcija koje im mogu donijeti prosperitet", izjavio je visoki američki zvaničnik.
Formalno potpisivanje memoranduma zakazano je za petak, čime će zvanično početi teći rok od 60 dana za pregovore o konačnom tekstu sporazuma. Američki mediji (CNN) ranije su objavili nacrt ovog dokumenta, a zvanični tekst je u velikoj mjeri sličan, uz određene lingvističke modifikacije.

Sjedinjene Američke Države i Islamska Republika Iran zajednički su i u dobroj vjeri usaglasile sljedeće tačke:
1. Sjedinjene Američke Države i Islamska Republika Iran, kao i njihovi saveznici u trenutnom ratu, potpisuju ovaj Memorandum o razumijevanju (MoR) kako bi proglasili trenutni i trajni prekid vojnih operacija na svim frontovima, uključujući i Liban, te se od sada obavezuju da neće pokretati nikakav rat niti bilo kakvu vojnu operaciju jedni protiv drugih, da će se suzdržati od prijetnje silom ili upotrebe sile jedni protiv drugih, te da će osigurati teritorijalni integritet i suverenitet Libana. Konačni sporazum će potvrditi trajni prekid rata na svim frontovima, uključujući Liban, kao i ostale odredbe ovog stava.
2. Sjedinjene Američke Države i Islamska Republika Iran obavezuju se na poštovanje suvereniteta i teritorijalnog integriteta druge strane, kao i na suzdržavanje od miješanja u unutrašnje poslove druge strane.
3. Sjedinjene Američke Države i Islamska Republika Iran obavezuju se na pregovore i postizanje konačnog sporazuma u roku od najviše 60 dana, uz mogućnost produženja tog roka uz obostrani pristanak.
4. Odmah po potpisivanju ovog Memoranduma o razumijevanju, Sjedinjene Američke Države će započeti s uklanjanjem svoje pomorske blokade i svih ometanja ili prepreka usmjerenih protiv Islamske Republike Iran, te će u potpunosti okončati pomorsku blokadu u roku od 30 dana. Tokom ovog perioda, promet brodova bit će srazmjeran obimu predratnog prometa koji obnavlja Islamska Republika Iran. Sjedinjene Američke Države se nadalje obavezuju da će povući svoje snage iz blizine Islamske Republike Iran u roku od 30 dana nakon postizanja konačnog sporazuma.
5. Po potpisivanju ovog Memoranduma o razumijevanju, Islamska Republika Iran će uložiti maksimalne napore kako bi osigurala aranžmane za siguran i besplatan prolaz komercijalnih brodova, isključivo na period od 60 dana, iz Perzijskog zaljeva do Omanskog mora i obrnuto. Promet komercijalnih brodova započet će odmah, a uzimajući u obzir potrebu za uklanjanjem tehničkih i vojnih prepreka te razminiranjem od strane Islamske Republike Iran, isti će biti uspostavljen u roku od 30 dana. Islamska Republika Iran vodit će dijalog sa Sultanatom Oman kako bi, u raspravi s ostalim obalnim državama Perzijskog zaljeva, definirala buduću upravu i pomorske usluge u Hormuškom moreuzu, u skladu s primjenjivim međunarodnim pravom i suverenim pravima obalnih država Hormuškog moreuza.
6. Sjedinjene Američke Države se obavezuju da će s regionalnim partnerima razviti konačan, obostrano usaglašen plan s najmanje 300 milijardi USD za obnovu i ekonomski razvoj Islamske Republike Iran. Mehanizam za implementaciju ovog plana bit će finaliziran kao dio konačnog sporazuma u roku od 60 dana. Sjedinjene Američke Države će odobriti sve potrebne licence, izuzeća i dozvole potrebne za relevantne finansijske transakcije.
7. Sjedinjene Američke Države se obavezuju da će ukinuti sve vrste sankcija protiv Islamske Republike Iran, uključujući rezolucije Vijeća sigurnosti Ujedinjenih nacija, rezolucije Odbora guvernera IAEA-e, sve jednostrane sankcije SAD-u (primarne i sekundarne), prema dogovorenom rasporedu kao dijelu konačnog sporazuma.
