Slovensko gospodarstvo se je kljub zaporednim šokom izkazalo kot zelo odporno, a za nadaljnjo rast bodo potrebni dodatni ukrepi, v najnovejšem ekonomskem pregledu za Slovenijo ugotavlja OECD.

Organizacija za gospodarsko sodelovanje in razvoj (OECD) je v najnovejšem poročilu za Slovenijo, ki ga je v Ljubljani predstavila namestnica direktorja sektorja za študije posameznih držav v oddelku za ekonomske zadeve Isabell Koske , potrebne dodatne ukrepe strnila v štiri področja.

Prvo je potreba po dodatni krepitvi in stabilizaciji javnih financ, tako ob kratkoročnih pritiskih kot ob srednje- in dolgoročnih izzivih, povezanih predvsem z demografskimi gibanji. Koske tako kljub pozitivnim vidikom zadnje pokojninske reforme vidi potrebo po dodatnih spremembah pokojninskega sistema v prihodnje.

Na davčnem področju je izpostavila močno odvisnost od davkov in prispevkov iz močno obremenjenega dela. V OECD-ju še naprej pozivajo k zmanjšanju obremenitve dela in na drugi strani k višjim davkom na potrošnjo in nepremičnine, ki so ugodnejši z vidika spodbujanja rasti.

Koske se je obregnila ob nedavno uvedeno obvezno božičnico oziroma zimski regres. Po mnenju OECD-ja bi bilo treba ta ukrep znova premisliti, tudi ob povečanem pritisku na stroške dela zaradi presežnega povpraševanja na trgu dela ob zgodovinsko nizki brezposelnosti.

Slovenija je zelo odprto in izvozno usmerjeno gospodarstvo. A ob povečani negotovosti v svetu bi morala Slovenija po mnenju OECD-ja dodatno okrepiti odpornost trgovine z diverzifikacijo uvoza, ukrepi za dodatno olajšanje trgovanja in večjim odpiranjem storitvenega sektorja.

Tretje področje je uporaba umetne inteligence. Ta je v Sloveniji po ugotovitvah OECD-ja sicer razmeroma ugodna, a je skoncentrirana predvsem na večja in bolj napredna podjetja v določenih panogah, kot je avtomobilska. Širitev uporabe umetne inteligence na druga dela gospodarstva bi lahko prinesla pomembne učinke z vidika produktivnosti in podprla dolgoročno rast.

Za to je potrebno spodbujanje vlaganj v umetno inteligenco in digitalizacijo ter izboljšanje programov za usposabljanje, krepitev digitalnih veščin in prekvalifikacijo delovne sile.

Četrto področje, ki ga izpostavlja OECD, pa je še vedno premalo razvit in plitev trg kapitala, ki zavira investicije in omejuje dostop podjetij do financiranja, še posebej prodornih in inovativnih zagonskih podjetij.

Visoki prihranki gospodinjstev so tako še naprej usmerjeni predvsem v nepremičnine in denarne vloge. OECD poziva k spodbujanju konkurence na finančnem trgu, večji davčni obremenitvi nepremičnega premoženja za preusmerjanje prihrankov v bolj produktivne naložbe ter k širitvi individualnega pokojninskega varčevanja.

Državni sekretar na ministrstvu za finance Peter Papež je koristnost ekonomskega pregleda za Slovenijo, ki ga OECD pripravi vsaki dve leti, opisal z besedami, da gre za kombinacijo mednarodnega konteksta in primerjav ter natančnega poznavanja nacionalnih okoliščin, ki državi pomaga razumeti, kje so njene prednosti in kje glavni izzivi.

Objava letošnjega poročila prihaja v času, ko je posle prevzela nova vlada. Ta želi po Papeževih besedah pospešiti razvoj, okrepiti konkurenčnost gospodarstva, dvigniti blaginjo ter ohraniti socialno odgovorno državo. Napovedal je, da bo ministrstvo skrbelo za stabilne javne finance, vendar pa mora javnofinančna odgovornost hkrati podpirati rast, investicije, konkurenčnost in produktivnost.

Valentinčič vidi nekaj pozitivnih premikov

Nacionalni odziv na poročilo je predstavil profesor z ljubljanske ekonomske fakultete Aljoša Valentinčič . Ta se je posvetil predvsem področju trga kapitala. Medtem ko je ta po njegovi oceni še vedno podrazvit, vidi v zadnjih letih nekatere pozitivne premike.

Med temi je omenil individualne naložbene račune, ki jih je bilo odprtih že več kot 10.000 in pa nakupe državnih obveznic za državljane v zadnjih letih. Pozitivna se mu zdi tudi odločitev družbe NLB Skladi za prvo javno ponudbo delnic in upa, da bo takšnih korakov še več.

Omenil je, da so gospodinjstva in podjetja v Sloveniji med najmanj zadolženimi v OECD, zadolženost podjetij pa se v zadnjih letih še manjša. A…
