The EU has argued over whether it is time to start talking to Putin again.

The European Council summit originally focused on the new long-term budget and future relations with China, but ended with tension over Russia. German Chancellor Friedrich Merz and French President Emmanuel Macron criticized European Council President Antonio Costa for opening communication channels with Russia.
