La exministra Carolina Tohá criticó la acusación constitucional impulsada contra el exministro Nicolás Grau , apuntando a que este tipo de herramientas se han usado como parte de la disputa política y no conforme al sentido que establece la Constitución.
Sus declaraciones fueron realizadas de manera previa a su participación en el conversatorio “¿Por qué perdimos?” , organizado por la Fundación Socialdemócrata y la Fundación Por la Democracia .
“Hace tiempo que las acusaciones constitucionales se ocupan como una herramienta de la contienda política muy apartada de lo que define la Constitución”, sostuvo Tohá.
En esa línea, afirmó que el caso contra Grau iría incluso más allá, debido a que se centraría en proyecciones realizadas por el Ministerio de Hacienda.

La exsecretaria de Estado agregó que las proyecciones económicas son ejercicios habituales en Hacienda y que no siempre se cumplen, debido a que las metodologías para anticipar escenarios pueden mejorar, pero no son perfectas.
“Los ministerios de Hacienda hacen permanentemente proyecciones y no siempre se cumplen, porque las metodologías económicas para anticipar la realidad van mejorando, pero perfectas no son”, afirmó.

Tohá volvió a abordar la acusación contra Grau y la vinculó con una trayectoria más amplia de uso político de este mecanismo. “Yo me atrevería a mirar esta acusación como parte de una espiral que lleva mucho tiempo”, sostuvo, recordando el caso de la exministra Yasna Provoste . “Hoy día yo creo que no hay nadie que pueda defender que esa acusación fue bien fundada. A ella la acusaron por problemas contables de consolidación en una Seremi”, señaló.
“Lo que se está haciendo con esta acusación es ahondar un problema que tenemos hace mucho rato, que es una política que se dedica a pelear entre sí, en lugar de pelear por resolver los problemas que el país tiene y buscar soluciones que sean efectivas, que lleguen a las vidas de las personas en tiempos breves”, indicó.

“El mayor resultado de esto, pase lo que pase en el transcurso de la acusación constitucional, es alejar de nuevo la política de las personas, que es un grave problema que tenemos en Chile”, afirmó
Cobranza del CAE
La exministra también abordó la cobranza del Crédito con Aval del Estado ( CAE ) y afirmó que no cuestiona que se cobre a quienes tienen capacidad de pago.
“Recobrar el CAE a personas que puedan pagar no es algo que yo critique ni me parece mal. Las personas que pueden pagar deben pagar”, señaló.
Sin embargo, Tohá criticó la forma en que el gobierno comunicó y ejecutó el proceso de cobro.
“El problema acá es que se hizo una comunicación pública de cómo se iba a cobrar que después no se cumplió. Se dijo que se iba a ir sobre las personas de ingresos de cinco millones de pesos, después se dijo tres millones y medio, y en la práctica se ha estado cobrando a personas que tienen ingresos mucho más bajos que eso”, afirmó.
Tohá critica acusación contra Grau y acusa uso político de herramienta constitucional La exministra también manifestó dudas respecto del mecanismo utilizado para realizar las cobranzas, señalando que habría sido diseñado originalmente para deudas tributarias.
“Se ha estado ocupando un mecanismo que se creó recientemente, cuyo objetivo es cobrar deudas tributarias. Y yo no tengo certeza de si está dentro de su enmarque cobrar este tipo de deudas, que no son tributarias”, indicó.
A su juicio, la comunicación y gestión del Ejecutivo en esta materia “no ha sido buena”.
“Creo que en esa parte la comunicación del gobierno y la gestión de la cobranza no ha sido buena. En el país, en general, la gente entiende que aquellos que pueden pagar deben pagar, y nadie se va a oponer a eso”, agregó.
De todos modos, Tohá sostuvo que el debate no puede limitarse únicamente al cobro de la deuda y que se requiere retomar una reforma al sistema.
