Ministar vanjskih poslova Bosne i Hercegovine Elmedin Konaković izjavio je da očekuje da će Bosna i Hercegovina biti uvrštena na sivu listu Radne grupe za finansijsko djelovanje (FATF), kod nas poznatije kao Moneyval, navodeći da takve informacije imaju institucije BiH te da zemlja nije ispunila sve preuzete obaveze.

Današnja odluka FATF-a posebno je važna za Bosnu i Hercegovinu jer se siva lista odnosi na zemlje koje imaju određene nedostatke u sistemu sprečavanja pranja novca i finansiranja terorizma, ali su se obavezale da će ih otkloniti. Uvrštavanje na sivu listu ne znači sankcije, ali može utjecati na reputaciju zemlje, poslovno okruženje i međunarodne finansijske transakcije.
„Ja očekujem da će Bosna i Hercegovina završiti na sivoj listi. Tako govore informacije koje mi imamo i zapravo obaveze koje nismo ispunili“, rekao je Konaković.
Dva ključna razloga
Prema njegovim riječima, jedan od problema je neuspostavljanje registra stvarnih vlasnika u Federaciji Bosne i Hercegovine.
Kao drugi razlog naveo je izostanak dogovora o upravljanju oduzetom imovinom na državnom nivou.
„Registar je svakako jedan od problema, a drugi je činjenica da se predstavnici SNSD-a nisu htjeli složiti sa onim što je potpuno normalno i realno, a riječ je o upravljanju oduzetom imovinom na nivou države“, kazao je Konaković.
Dodao je da nije bilo spremnosti ni za razgovore o formiranju državne agencije koja bi bila nadležna za upravljanje tom imovinom.
„Nisu htjeli uopšte da razgovaraju o formiranju agencije koja bi imala zadatak da upravlja tom imovinom. Bili smo spremni razgovarati i o tome da se ta imovina spušta na entitete i općine, ali mora se sa nivoa države spustiti“, rekao je.

Konaković je naglasio da javnost treba razumjeti šta u praksi znači uvrštavanje na sivu listu FATF-a.
Podsjetio je da su se na toj listi nalazile i pojedine članice Evropske unije te da takve situacije ponekad proizlaze iz administrativnih i regulatornih nedostataka.
„Mislim da treba informisati našu javnost šta je stvarno siva lista. Danas je na toj listi, recimo, i Bugarska, članica eurozone i Evropske unije. Donedavno je bilo nekoliko razvijenih zemalja na toj listi. To nekad budu administrativni problemi“, rekao je Konaković.
„Izbjegnuta crna lista“
Govoreći o ranijim aktivnostima institucija BiH, Konaković je ocijenio da je zemlja uspjela izbjeći mnogo teži scenario.
„Mi smo spasili Bosnu i Hercegovinu čak i od crne liste, koja bi bila stvarna katastrofa, vanrednom telefonskom sjednicom i slanjem pisma Borjane Krišto u kojem je izražena politička volja da se problemi riješe“, naveo je.
Prema njegovim riječima, eventualno stavljanje BiH na sivu listu treba biti upozorenje domaćim političarima da ozbiljnije pristupe ispunjavanju međunarodnih obaveza.
„Ovo je opomena svima u Bosni i Hercegovini da političari treba da rade ozbiljnije svoj posao. Vrlo brzo možemo popraviti ono što nismo uradili i onda lobirati da nas skinu sa sive liste“, poručio je Konaković.
