These invoices were paid via bank transfers, allowing the funds to move from these shell firms into overseas bank accounts. At the end of this process, the money was returned to the businesses that had made the payments, minus a commission. This method enabled the companies to gain unfair tax advantages while maintaining liquidity outside the traceable financial system. Individuals possessing cash could reintroduce it into the financial system under the guise of legality, effectively transferring it abroad. Of the total amount moved, the largest portion—51 million euros, was directed to Germany. Smaller amounts, totaling 39 million euros, went to Ireland, 20 million to China, and six million to Denmark. Additional sums, amounting to 18 million euros, were sent to Spain, Luxembourg, Bulgaria, Belgium, and the Netherlands. Prosecutors have described this arrangement as a form of "underground banking," a clandestine financial mechanism relying on the exchange between electronic transfers and physical cash. This system allowed participants to manipulate financial flows and obscure the true origins of funds. In January, the investigation led to the issuance of five precautionary measures against individuals from the Naples province. Now, the latest phase involves the seizure of assets valued at over 21 million euros, aimed at covering the estimated profits from the alleged crimes. The charges remain in the preliminary investigation stage and will need to be evaluated during the judicial proceedings.
