Meghalaya has initiated a new initiative aimed at safeguarding the mainland clouded leopard, its state animal. On Tuesday, August 4, 2026, Chief Minister Conrad K. Sangma announced Mission Clouded Leopard, marking a significant step in wildlife conservation efforts within the northeastern Indian state. The program focuses on protecting and restoring the habitat of the mainland clouded leopard (Neofelis nebulosa), which inhabits community-managed forests and key national parks such as Nokrek, Balpakram, Baghmara, Narpuh, and Nongkhyllem. This species is classified as “vulnerable” on the IUCN Red List and is legally protected under Schedule I of the Wildlife (Protection) Act, 1972. The launch of the mission was accompanied by a detailed statement from the Chief Minister outlining its objectives. These include habitat preservation and enhancement, scientific research and long-term monitoring, enhanced protection strategies, ensuring landscape connectivity, training frontline personnel, encouraging community involvement, and raising public awareness. The implementation of these goals will be guided by the Meghalaya Clouded Leopard Action Plan, currently being developed by the Forest and Environment Department. According to the Chief Minister, an ongoing scientific evaluation has already identified 21 individual clouded leopards in Balpakram National Park. Plans are underway to expand this assessment to all major habitats in the state, aiming to produce the first comprehensive population estimate of the state animal. Distinguishing itself from the Sunda clouded leopard, which resides on the islands of Borneo and Sumatra, the mainland clouded leopard holds a critical ecological role in northeast India. A recent Conservation Action Plan (CAP) released by the Wildlife Institute of India highlighted the importance of India's mainland clouded leopard populations, noting that they remain among the most vital in the world. The CAP outlined that while significant populations still exist in Bhutan, Myanmar, Thailand, Peninsular Malaysia, and parts of northeast India, other regions such as Bangladesh, Vietnam, Taiwan, and much of China have witnessed drastic declines, with some areas now hosting only small, fragmented groups or facing complete local extinction. The primary threats to the survival of clouded leopards encompass habitat destruction, degradation, and fragmentation caused by infrastructure projects, agricultural activities, mining operations, plantation expansions, and urbanization. Additionally, illegal hunting and the illicit trade of their skin and body parts pose persistent dangers across multiple countries. Other contributing factors include the depletion of prey species, increased human interference, road construction, and the impacts of climate change. These challenges are especially pronounced due to the clouded leopard's reliance on vast, interconnected forest environments and its naturally low population density. The CAP emphasized the overarching aim of securing sustainable, well-connected, and genetically diverse clouded leopard populations while preserving the forest ecosystems essential to their existence. This dual focus underscores the need for integrated conservation approaches that address both direct threats and broader environmental changes affecting the region. As the state moves forward with implementing Mission Clouded Leopard, the success of this initiative will hinge on collaborative efforts involving government agencies, local communities, researchers, and conservation organizations. The upcoming release of the Meghalaya Clouded Leopard Action Plan is anticipated to provide a clear roadmap for achieving these ambitious conservation targets.
