Contractors have blocked access to key water depots in eThekwini Municipality, sparking a disruption in essential water services. The action comes amid ongoing tensions over changes in how the city appoints plumbers, according to local reports. The municipality has condemned the blockade, stating it has hindered staff from carrying out their responsibilities and affected residents' access to water. The dispute emerged following the city’s decision to alter its method of appointing contract plumbers. This change was prompted by findings from the Auditor-General, which identified irregularities in the previous contracting arrangements. In response, the city introduced a new procurement model known as the Contractor Infrastructure Panel (CIP). This initiative aims to streamline plumbing services and ensure compliance with financial regulations. Despite the introduction of the CIP, some contractors have raised objections. They reportedly seek direct individual contracts with the city instead of operating under managing contractors. A spokesperson for the city, City Manager Musa Mbhele, noted that while certain former contractors have expressed dissatisfaction, the implementation of the new system continues. In the Northern Region, onboarding has been completed, and work is currently underway, with plans to expand the rollout to other areas. Executive Director of Technical Services, Ednick Msweli, clarified that the current conflict centers around the transition to the new contracting model. He emphasized that payment rates for subcontractors have remained consistent with the prior agreement. Subcontractors now operate under managing contractors, who receive a 15% management fee, approved by the city’s Bid Adjudication Committee (BAC). To bolster internal capabilities and decrease dependence on external contractors, the municipal executive committee approved the hiring of 121 additional plumbers. As of now, 44 of these positions have been filled, increasing the city’s internal workforce to about 56 plumbers. Efforts are also underway to recruit plumbing assistants to further support these teams. Msweli reiterated the city’s commitment to addressing the current challenges while maintaining the continuous delivery of essential services to all communities. The situation underscores the complexities of implementing structural reforms in public services, particularly when they affect long-standing contractor relationships. The recent water supply issues in parts of the city, where valves were allegedly sabotaged, have added to the urgency of resolving these disputes. Reports suggest that the incidents were linked to contractors upset over the revised appointment process. These disruptions highlight the broader implications of contractual changes on service reliability and community well-being. As the city works to resolve the ongoing conflicts, it faces the challenge of balancing administrative reforms with the need to maintain critical infrastructure operations.
