Treasury officials have once again issued a stern warning to municipalities that fail to meet financial and governance standards, threatening to withhold equitable share transfers unless improvements are made. Director-General Duncan Pieterse emphasized this during a speech at the Absa Consumer Conference, stating that the Treasury remains prepared to take such actions if municipalities do not address their shortcomings. The recent move follows a similar action last week, when Finance Minister Enoch Godongwana released R4.2 billion in delayed equitable share transfers after affected municipalities managed to settle outstanding debts by 31 July. Despite this relief, Pieterse stressed that municipalities must resolve deeper issues related to financial mismanagement and poor governance. He warned that failure to comply could result in further withholding of funds in the future. The root of the current crisis traces back to late 2024, when two critical water boards, Vaal Central Water and Magalies Water, were on the brink of bankruptcy. These entities provide essential water services to the Northern Cape, Free State, and North West provinces. Their financial troubles emerged because municipalities were not paying for raw water, leading to operational disruptions. This situation posed a severe threat to both water supply continuity and the overall stability of the water sector. To avert a potential financial catastrophe, the Treasury halted equitable share payments to municipalities that owed money to the water boards. This measure was conditional upon the municipalities settling their debts. As a result, water services continued uninterrupted in the affected regions, preventing a broader economic fallout. This approach served as a model for subsequent large-scale interventions. In preparation for the recent action, municipalities had received multiple warnings regarding their fiscal and administrative failures. These included adopting unfunded budgets, neglecting to pay creditors and pension contributions, failing to curb unauthorized spending, and not enforcing accountability against officials involved in misconduct. Despite these alerts, many municipalities did not take corrective action, prompting the Treasury to proceed with the withholding of funds. The decision to withhold equitable share transfers was framed as a necessary step to enforce better governance practices among municipalities. Pieterse highlighted that this measure was part of a long-standing effort by the Treasury to assist struggling local governments through support, guidance, and capacity-building initiatives. However, he acknowledged that such actions have limitations, particularly the 30-day restriction on fund withholding without parliamentary approval. While some municipalities might manage to endure the 30-day period, repeated instances of non-compliance or extended withholding with parliamentary backing could force them into compliance. The Treasury’s patience appears to be nearing its limit, indicating a shift toward more stringent enforcement mechanisms. The situation underscores deep-rooted challenges within municipal administration, including systemic mismanagement and possible elements of corruption. Pieterse noted that while withholding funds offers temporary relief, sustainable solutions require broader reforms. One such initiative is the R54-billion Metro Trading Services Reform aimed at enhancing infrastructure investment and improving service delivery efficiency. The ongoing tensions highlight the complex interplay between financial discipline and developmental goals, with the Treasury striving to balance immediate corrective actions with long-term structural changes. As the pressure mounts on municipalities to improve, the outcome of these efforts will likely shape the trajectory of public service delivery in the coming months.
