A former principal at a Christchurch-based Māori immersion school has been accused of failing to forward complaints to the school’s governing board. The allegations involve Melissa Waitoa-Paki, who previously led Te Kura Kaupapa Māori o Waitaha, a school focused on delivering education in the Māori language. According to reports, she resigned in June following accusations that she did not adequately safeguard student welfare and managed potential conflicts of interest. RNZ, Radio New Zealand, obtained internal documents from the school via the Official Information Act, revealing a March email sent by a police officer to the chair of the board and legal representatives concerning a formal complaint against a staff member. It is understood that this staff member is Waitoa-Paki. Although parts of the email have been redacted, the content suggests that the complaint included allegations that she did not relay issues to the board. Following these revelations, RNZ contacted the Ministry of Education to inquire whether it had been alerted to such allegations. In response, the ministry’s director of education for Canterbury and Chatham Islands, Coralanne Child, stated that the ministry had not been formally informed of the claim that the former principal failed to communicate complaints to the board. She emphasized that the ministry does not act as an employer for schools and that any employment-related matters involving principals fall under the purview of the school’s board. Child added that the ministry became aware of the concerns through its routine support activities with the school rather than through any official reporting mechanism. She noted that school boards hold crucial roles in governance and require access to pertinent information to fulfill their duties effectively. The ministry is currently assisting the school, which has appointed a new presiding member, and is providing guidance alongside external advisors. The focus remains on ensuring a secure and productive learning environment for both students and staff while minimizing disruptions to academic operations. The ministry also mentioned having evaluated the possibility of a statutory intervention. However, after engaging with the board, it concluded that the board had established suitable measures and governance structures, including support from the ministry and outside consultants. This decision was based on the belief that the board could address any concerns internally through its existing procedures. Attempts by RNZ to contact Melissa Waitoa-Paki for her perspective have not yet yielded a response. Meanwhile, the school’s board declined to comment on whether any allegations were ever made regarding the conduct of any particular current or former employee, citing privacy reasons. The current governing body, known as the Ohu Whakahaere of Te Kura Whakapūmau, was elected in November 2025 and remains dedicated to fulfilling its governance duties. They continue to collaborate with relevant organizations such as the Ministry of Education and the Teaching Council, aiming to create a secure, supportive, and high-standard learning atmosphere where children can flourish academically, emotionally, and culturally.
