Yet a perfect prison

The main road through Begunje will be completely closed from Monday onwards, at least until mid-August, due to works related to the renovation of the psychiatric hospital’s wall, which require excavation along the roadside. The closure is necessary because hydroinsulation work has been deemed essential. This decision was made following additional drilling surveys ordered by the investor and based on expert opinions from project designers, construction supervision, and the Cultural Heritage Protection Agency. As a result, the state road will be fully blocked during the execution of excavation and hydroinsulation work. The closure affects the central part of Begunje, with the main road being inaccessible to all traffic during this period. Local authorities had previously received notices indicating a two-month complete closure of the main road during renovations at the psychiatric hospital. In response, the local community held an expanded meeting of the local council, demanding explanations, answers, and above all, regular and clear communication. The community also suggested that the investor improve traffic signage and consider partial opening of the road during periods when construction allows, while urging the road operator to implement one-way traffic on certain sections and explore technical solutions to improve traffic flow. The investor has agreed to send weekly schedules outlining the exact times when the full closure is necessary and when the road can be partially open to traffic. A safe crossing has also been established for pedestrians, cyclists, and emergency vehicles. Marija Hrovat, chairperson of the local council, explained that these measures aim to provide clarity and ensure safety for all users of the road. Initially, there was consideration of concluding the project without carrying out hydroinsulation and thus avoiding the complete closure of the road near the hospital and church. However, this approach proved unnecessary after further assessments. The decision to proceed with the excavation according to the project plan was reaffirmed based on the results of the additional drilling survey and expert consensus. In addition to the main road, local roads have also been considered for rerouting. Initially, signs directed vehicles to a 35-kilometer detour, but at the request of the local community, alternative routes via local roads have now been organized and marked. Although these roads are narrow and unsuitable for heavy traffic, they were the only viable option. On Zgos, where conditions were most critical, a one-way system was implemented to alleviate some of the congestion. Marija Hrovat noted that better preparation would have avoided many of the difficulties and reduced negative sentiment among residents. To enhance communication, the local community, in cooperation with the hospital and local authorities, regularly updates its website with all current information regarding the renovation and road closures. These updates aim to keep the public informed and facilitate smoother navigation around the affected area.
