A Slovenian billionaire has sparked controversy with his plans for a massive villa near the town of Kamnik, which he intends to use as a testing ground for hydrogen energy technology. The project, known as “Arboretum,” is being developed by Joc Pečečnik, owner of the investment group Elektronček. Located adjacent to his newly renovated golf course, the villa's scale and intended uses have raised questions among local authorities and experts. The site covers approximately 15,000 square meters, making it one of the largest private developments in the region. According to documents obtained by Info360, the proposed structure measures 57.8 meters by 39.7 meters, roughly a third the size of a football pitch. Although initially planned as a two-unit residential building, Pečečnik has opted for a single-family home, which is permitted under current regulations. However, the scope of the project extends beyond typical residential use. In March this year, the municipal unit of Kamnik issued a new construction permit for the property. This follows a similar approval granted four years ago, though Pečečnik sought additional space and配套设施, leading to the recent update. The approved design includes a basement, ground floor, and upper level connected via an elevator and staircase. Architects familiar with the project have expressed skepticism about integrating these technical functions into a single-family residence. They argue that the scale and complexity of the proposed research facilities exceed standard residential classifications. Yet Pečečnik insists there is no conflict, stating that the project will also include battery storage systems and conduct energy optimization studies focused on medium-sized buildings, utilizing solar power, heat pumps, wells, and green energy sources. The villa is marketed as part of a larger complex that integrates sports activities, real estate brokerage, and premium wine offerings. Pečečnik claims the project represents the pinnacle of technological advancement, built with the assistance of international designers and suppliers. He describes it as a reference point for future projects aimed at modern, technologically advanced construction, featuring high automation levels and aesthetic superiority. Despite the detailed planning, local authorities remain unaware of the specific nature of the research center. When questioned about whether the construction permit allows for such specialized use, officials stated that the project documentation does not indicate that the building will serve as a hydrogen application research center. As the project moves forward, its ultimate impact on both the local community and broader energy innovation efforts will likely become clearer in the coming months.
