DENR: 1 in 3 barangays nationwide highly vulnerable to El Niño

The Department of Environment and Natural Resources (DENR) in the Philippines has identified 14,434 barangays, or 34% of the country, as 'priority intervention zones' due to high vulnerability to the effects of El Niño. These areas include cities such as Masbate City, Calapan City in Oriental Mindoro, and several locations in Isabela. The assessment was based on drought projections from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), groundwater stress data from the National Water Resources Board, and information from water service providers. The DENR plans to allocate over P142 million in the 2027 budget for expanding water services, including grants to water districts and local governments. During a Senate hearing on the 2027 budget, DENR Undersecretary Ignatius Loyola Rodriguez outlined plans for 180 water-related projects aimed at addressing potential water shortages caused by El Niño.
