Authorities activated a transitional justice committee and began identifying displaced families to provide humanitarian aid. The Human Rights Defender called on the ELN to immediately and unconditionally release the eight hostages, respect their lives and integrity, and cease kidnappings across Colombia. The president-elect, Abelardo de la Espriella, recently declared war against the ELN and other FARC dissidents responsible for a humanitarian crisis in the Catatumbo region.
