Ms. O’Neill noted that the total amount of the three invoices matched the original sum, suggesting possible attempts to bypass financial controls. Invoices exceeding €25,000 require approval through formal procurement procedures, which were not followed in this case. In response, Ms. O’Neill alerted the HSE in February 2023, expressing concerns about improperly procured services. Later that year, she made further disclosures to the Charities Regulator and the National Office for Protected Disclosures. These actions triggered a series of confrontations with the chairman, culminating in an email in March 2023 demanding payment of the outstanding invoices. The WRC’s findings concluded that the chairman, referred to only as “EC” in the records, had engaged in behavior that interfered with the management of the organization. This included directing Ms. O’Neill to assist him during the Farrelly Commission, an official inquiry into alleged abuse in foster care settings. Her legal team argued that such involvement was inappropriate given her role as a potential witness. The WRC ultimately ruled that the charity had failed to uphold the protections afforded to whistleblowers under the 2014 legislation. As a result, WIDA was ordered to pay Ms. O’Neill the unprecedented sum of over €320,000.
