These reductions represent a decline from 0.5 percent to 0.3 percent of the UK's gross national income (GNI). The cuts were introduced 18 months ago by Starmer as part of efforts to fund increased military spending. In contrast, the Republic of Ireland allocates 0.4 percent of its GNI, approximately €860 million annually, to overseas aid, marking the highest level ever recorded. Richmond, speaking after launching the State's diaspora strategy in Luton, mentioned reports suggesting the UK Foreign Office might consider a "roadmap" to restore aid levels to 0.7 percent of GNI. However, he cautioned against placing too much weight on these reports, noting that the UK remains a significant contributor to global development aid. When questioned about conveying the Republic's stance on increasing, rather than decreasing, overseas aid, Richmond affirmed that the Government would communicate this position to Burnham's administration. He highlighted the close collaboration between Ireland and the UK, especially in sub-Saharan Africa, as a key area of mutual interest. Recent findings from the UK charity umbrella group Bond indicate that the aid cuts will disproportionately impact African nations. Specifically, 90 percent of the UK's funding to Mozambique and Malawi is projected to decrease by 2027, with even steeper declines in Rwanda and Sierra Leone, and a 49 percent reduction in Somalia. These cuts could place additional pressure on other countries, such as Ireland, to increase their contributions to development programs in these regions. Burnham faces mounting scrutiny on the issue following criticism from Action Aid regarding his decision to cover most of the £500 million cost of a new £2 cap on bus fares. This move involves converting up to £400 million of climate-related development donations into loans, potentially affecting African countries negatively. At the London Irish Centre in Camden, Richmond pointed out that Burnham, during his tenure as Greater Manchester mayor, frequently visited Ireland. He noted that Burnham has consistently highlighted his family's roots in Louth and Donegal, presenting substantial opportunities for engagement. Richmond remarked that the claim of Irish ancestry by British leaders is less common today compared to historical figures like former U.S. President Joe Biden. He observed that during the time of former U.S. President Ronald Reagan, discussions about Irish heritage were relatively rare. Today, however, there is a notable shift toward recognizing and utilizing Irish connections among political leaders. Richmond also mentioned that Burnham had previously lobbied the Irish Government to establish its primary northern England consulate in Manchester. While acknowledging that many leaders lobby for similar recognition, he underscored the significance of Burnham's specific efforts in this regard. The Republic's newly launched five-year diaspora strategy, unveiled at the end of April, includes 23 actionable initiatives aimed at strengthening ties with the Irish diaspora worldwide. Among these measures is a €3.4 million grant allocated to renovate the London Irish Centre, raising the Irish Government's total investment in the project to approximately €6 million.
