Union: Parent-caregiver law comes at the expense of social services, which are already understaffed

The Union of Employees in Social Protection has expressed concerns over the upcoming Law on the Status of Parent-Caregiver, stating that a significant part of its implementation will fall on social work centers and institutions already facing severe staffing shortages. While they welcome the adoption of the proposed law, they argue that without adequate workforce expansion, existing staff will become further overburdened, risking the quality of services provided under current and future social protection laws.

Sindikat zaposlenih u socijalnoj zaštiti ocenio je da će se značajan deo sprovođenja budućeg Zakona o statusu roditelja-negovatelja biti poveren centrima za socijalni rad, odnosno ustanovama koje se "godinama suočavaju sa ozbiljnim nedostatkom zaposlenih".

Iako su pozdravili usvajanja predloga tog zakona i smatraju da će on biti "važan iskorak ka unapređenju položaja korisnika i njihovih porodica", dodaju da zbog politika ograničenja zapošljavanja "broj zaposlenih nije pratio rast potreba građana niti proširenje nadležnosti ustanova".

"Novi zakon donosi nove obaveze, procedure i odgovornosti za centre za socijalni rad , ali bez odgovarajućeg kadrovskog jačanja postoji ozbiljna opasnost da se dodatno opterete već iscrpljeni stručni radnici i ugrozi kvalitet usluga koje građani ostvaruju po ovom i drugim zakonima iz oblasti socijalne zaštite . Sindikat zaposlenih u socijalnoj zaštiti Republike Srbije zato ponovo zahteva hitno ukidanje zabrane zapošljavanja i popunjavanje upražnjenih radnih mesta prema važećoj sistematizaciji", zatražili su u saopštenju.

U njemu se dodaje i da se sistem socijalne zaštite ne može razvijati isključivo donošenjem novih prava i obaveza, već i obezbeđivanjem ljudi koji će ta prava sprovoditi.

"Prava korisnika i dostojanstven rad zaposlenih nisu suprotsavljeni interesi. Naprotiv, samo kadrovski osnažen i funkcionalan sistem može da obezbedi da zakoni donesu stvarne koristi građanima kojima su namenjeni. Posebno zabrinjava činjenica da je istog dana kada je usvojen predlog zakona o statusu roditelja-negovatelja objavljen izveštaj Državne revizorske institucije, koji ukazuje na strukturne probleme u sprovođenju propisa u oblasti socijalne zaštite i na nedostatke u funkcionisanju sistema u celini", naveli su u sindikatu.
