O ministro André Mendonça, do Supremo Tribunal Federal (STF), retirou o sigilo de inquéritos relacionados ao caso Master, do qual é relator, nesta terça-feira (16). Documentos encaminhados pela Polícia Federal (PF) ao ministro mostram que o banqueiro Daniel Vorcaro financiou uma vida luxuosa para o senador Ciro Nogueira (PP-PI). Em contrapartida, o parlamentar atuou em favor dos interesses do banco no Congresso, de acordo com o relatório da PF.
Mas o senador não foi o único político que teve despesas pagas por Vorcaro. Os documentos citam registros de viagens e hospedagens pagas para o presidente da Câmara dos Deputados, Hugo Motta (Republicanos-PB).
Em outro inquérito, a PF mencionou as ameaças feitas pela irmã de Luiz Phillipi Mourão, conhecido como “Sicário”, à família de Vorcaro. Joana Mourão teria ameaçado expor informações que poderiam “acabar com a família inteira” do banqueiro. A irmã de Sicário também mencionou ter recebido vídeos com mensagens intimidatórias informando que ela e a mãe seriam mortas.

Os documentos enviados pela PF a Mendonça apontam que Vorcaro mantinha uma relação de benefícios mútuos com o senador Ciro Nogueira. Segundo os investigadores, a proximidade entre os dois extrapolava uma amizade pessoal e envolvia vantagens econômicas concedidas ao parlamentar em troca de atuação favorável a interesses do Banco Master.
A PF afirma que um dos principais indícios dessa atuação foi a chamada “Emenda Master”, apresentada por Ciro Nogueira em 2024 para ampliar a cobertura do Fundo Garantidor de Créditos (FGC). De acordo com a investigação, a proposta teria sido elaborada pela assessoria do banco, encaminhada a Vorcaro e posteriormente apresentada pelo senador. Os investigadores também identificaram a circulação de minutas de outros projetos de interesse do banqueiro entre pessoas ligadas ao Banco Master e ao gabinete parlamentar.
Em contrapartida, segundo a PF, Vorcaro teria custeado uma série de despesas e regalias para Ciro Nogueira. A investigação cita hospedagens em hotéis de luxo em Nova York, gastos em restaurantes de alto padrão, voos privados e viagens internacionais. Os investigadores também apontam ainda que o banqueiro teria disponibilizado ao senador um imóvel de elevado padrão e autorizado o uso de seu cartão de crédito para despesas pessoais, inclusive durante uma viagem.
Na decisão que tornou públicos os documentos, Mendonça reproduz a avaliação da PF de que os elementos reunidos indicam, em tese, um arranjo voltado à obtenção de benefícios mútuos entre o senador e o banqueiro.

Conversas analisadas pela PF mostram que Vorcaro solicitou a reserva de quartos em um hotel de luxo na capital portuguesa para ele mesmo, para Ciro Nogueira e para Hugo Motta. Os investigadores localizaram ainda uma nota de cobrança de cinco diárias no hotel, no valor de 3.155,71 euros, cerca de R$ 20 mil.
Ao comentar o caso, Motta afirmou que tem "muita tranquilidade" em relação às investigações e disse não enxergar irregularidades nos fatos relatados. Sobre a hospedagem em Lisboa, declarou que participou de um tradicional evento jurídico e que não considera inadequado o custeio da viagem. O presidente da Câmara não é investigado formalmente no inquérito.
