Lithuania's cabinet has approved a seven-million-euro package to fund four projects supporting Ukraine's reconstruction and long-term resilience, the government announced on Wednesday.
The funding, proposed by the Foreign Ministry, spans transport infrastructure, local government capacity, energy resilience and a scheme to attract young Ukrainian professionals back to public service.
Transport infrastructure – €1 million
One million euros will be contributed as national co-financing to the Ukraine Transport Support Fund, which aims to restore, repair and maintain civilian transport infrastructure – roads, railways, airports and waterways – damaged during the conflict.
The fund focuses on small and medium-sized projects addressing Ukraine's most urgent needs that are not covered by other international mechanisms. The project will run for 12 months.
Municipal partnerships – €1 million
A further one million euros will go towards a partnership programme between Lithuanian and Ukrainian municipalities. The initiative is designed to strengthen local administrative capacity, improve public service delivery, support reconstruction planning in war-affected areas, assist with child rehabilitation, and help prepare Ukrainian local authorities to access EU and other donor funding. The project will run for 24 months.
Solar energy for schools and hospitals – €4 million
The largest single allocation, four million euros, will fund the second phase of a solar power installation project aimed at bolstering energy resilience at Ukrainian schools and hospitals.
The plan involves fitting solar panels, inverters and battery storage systems at a minimum of 25 sites. The funding will come via a targeted contribution from Ignitis Group, Lithuania's state-owned energy company. The project will run for 24 months.
Young professionals scheme – €1 million
The remaining one million euros is earmarked for the Create Ukraine programme, which encourages young Ukrainian professionals to return from abroad and take up positions in central government institutions, supporting both reconstruction efforts and Ukraine's EU integration process. The programme aims to bring 25 young professionals back to Ukraine by 2027 and will run for 20 months.
