Leider ist ungewiss, ob und in welchem Umfang das gelingen wird. Die Details der Vereinbarung, die Washington und Teheran erzielen konnten, erscheinen provisorisch; über zentrale Fragen soll erst noch verhandelt werden. Gehen die Kämpfe in Libanon weiter, könnte die Sache auch dort noch scheitern. Und Trumps Wankelmütigkeit ist bekanntlich eine ständige potentielle Störquelle für Vereinbarungen jeder Art.
Kein Regimewechsel in Teheran
Im Grunde hat Trump bisher nur ein Problem beseitigt, das er selbst geschaffen hat: Die Straße von Hormus soll wieder geöffnet werden, allerdings künftig womöglich mit Gebühren. Beim Atomprogramm dagegen kehren beide Seiten zu Verhandlungen zurück. Dass da eine Einigung möglich wird, die substanziell über das von Trump stets verdammte Atomabkommen Obamas hinausgeht, ist unwahrscheinlich.
Alles andere ist vom Tisch: Einen Regimewechsel in Teheran wird es nicht geben. Was mit dem iranischen Raketenprogramm geschieht, ist offen. Seine Stellvertreterarmeen behält das Land. Ein neuer Naher Osten ist das nicht, es sieht mehr aus wie ein neues Kapitel im altbekannten Nahen Osten.
Trump dachte, er könne diesen Krieg spielend gewinnen, und es gab in Washington offenbar niemanden, der ihm das ausreden wollte oder konnte. Am Ende zeigt sich nur wieder, dass Amerikas militärische Macht erstaunlich wenig wert sein kann. Und der Präsident hat gleich noch zwei Bündnissysteme erschüttert, auf die sich die Weltmacht früher immer verlassen konnte: ihre Allianzen am Golf und die NATO.
