Horní komora upravila novelu o veřejných rozpočtech, znovu ji bude muset projednat sněmovna. Podmínky pro možnost vlády zvyšovat výdaje státu nad schválený rozpočtový rámec by měly být podle Senátu přísnější. „Pokud vláda chce investovat, tak ať to dělá v rámci sledovaného rámce. Pokud to vyjme mimo deficit státního rozpočtu, tak hrozí utrácení na provozních výdajích. Vyjmutí na únikovou doložku není následně hlídáno rozpočtovými pravidly,“ řekl šéf senátního ústavně-právního výboru Tomáš Goláň (ODS). „Únikové doložky například v případě mimořádné bezpečnostní situace si k investicím žádají samotné bezpečnostní a zpravodajské služby. Stát pak bude připravený a pružný. Vláda navíc navrhuje postupné snižování dluhu,“ hájila novelu členka senátního výboru pro zahraniční věci, obranu a bezpečnost Jana Mračková Vildumetzová (ANO).
