EP: Montenegro leader in terms of membership, others need to accelerate reforms

Europski parlament u srijedu je usvojio niz izvješća o napretku država zapadnog Balkana prema članstvu, izdvojivši Crnu Goru kao apsolutnog predvodnika tog procesa, ali i ozbiljne političke blokade, krize i reformske zastoje s kojima se suočavaju druge države.

Zastupnici u Europskom parlamentu u srijedu su u Strasbourgu izglasali izvješća za 2025. za Crnu Goru, Albaniju, Sjevernu Makedoniju, Bosnu i Hercegovinu te Kosovo. O Srbiji će se glasati na nekoj od narednih plenarnih sjednica.

Crna Gora u EP-u je 'miljenik' politike proširenja izvješće o njoj izglasano je u mjesecu kad je ona bila domaćin samog vrha europske politike na samitu EU zapadni Balkan, dva dana nakon što je zatvorila još dva pregovaračka poglavlja i dan nakon što se u Parlamentu obratio njezin predsjednik Jakov Milatović . On je tamo ponovio da Podgorica želi članstvo do 2028. godine.

Crna Gora predvodi proces pristupanja i na papiru zatvorila je 16 od 33 poglavlja, već koristi euro te je, kako je Milatović naglasio, pouzdana članica NATO-a usklađena s europskom vanjskom i sigurnosnom politikom.

No izvješće upozorava da njezin proces usporavaju unutarnjopolitički sporovi oko ključnih infrastrukturnih projekata te preostali izazovi u borbi protiv korupcije i medijskih sloboda.

Crnu Goru slijedi Albanija

Unutar europske politike smatra se da Crnu Goru slijedi Albanija. U izvješću o njoj naglašava se da ona ima snažan reformski zamah nakon što je u rekordnom roku otvorila sve pregovaračke klastere, no da mora prevladati unutarnju političku polarizaciju, ojačati vladavinu prava i provesti ključne socioekonomske reforme.

Za Sjevernu Makedoniju se ističe da se nalazi u teškoj poziciji jer njezin pristupni proces stoji na mjestu. Balkanska država nakon ranije blokade Grčke zbog istoimene pokrajine promijenila je ime, da bi je kasnije blokirala Bugarska zbog identitetskih pitanja. Makedonske reforme pravosuđa i borba protiv korupcije ocijenjene su nedovoljnima, pa se od vlade u Skoplju traže brži i opipljivi rezultati.

O BiH, Srbiji i Kosovu

Parlament za Bosnu i Hercegovinu upozorava da duboka politička kriza ozbiljno ugrožava njezinu stabilnost i mogućnost skorašnjeg članstva. Navode se secesionističke politike u Republici Srpskoj, opstrukcije državnih institucija i proruski utjecaj. Izvješće traži hitno imenovanje glavnog pregovarača i usvajanje ključnih pravosudnih zakona te daje podršku instituciji visokog predstavnika međunarodne zajednice, žaleći što je tu funkciju nedavno napustio Christian Schmidt.

U izvješću se žali što je 30 godina nakon Daytonskog sporazuma i dalje potrebna EUFOR-ova misija Althea te se poziva na nediskriminaciju svih građana, uključujući konstitutivne narode, nevezano za njihove etničke, vjerske ili druge pripadnosti.

Za Kosovo se prošla godina smatra izgubljenom jer zbog institucionalnog zastoja nakon izbora nisu funkcionirale ni vlada ni skupština, što je blokiralo reforme i Plan rasta za zapadni Balkan, navodi se u izvješću.

Dijalog s Beogradom potpuno je mirovao, a kaznene mjere EU-a iz 2023. i dalje nanose veliku štetu kosovskom društvu, gospodarstvu i samom kredibilitetu Unije, dodaje se u izvješću o najmlađoj europskog državi koju još uvijek ne priznaje pet članica EU-a.

Reakcije hrvatskih zastupnika

Status država zapadnog Balkana na putu prema EU-u u raspravi je sumirao hrvatski zastupnik pučana Davor Ivo Stier .

Referirajući se na prosvjede koji traju u Albaniji protiv izgradnje velikog luksuznog odmarališta, povezanog sa zetom Donalda Trumpa Jaredom Kushnerom, Stier je poručio da demokracija nekad dođe u obliku plamenca te da to prihvati. Prosvjednici se koriste simbolom te ptice koja nastanjuje zaštićeno područje gdje bi trebao niknuti odmaralište.

Stier je Crnoj Gori kazao da je EU želi u svom sastavu kao suverenu državu ponosnu na svoju crnogorsku neovisnost i identitet. Europskom parlamentu poručio je pak da govori da brine o zapadnom Balkanu, no da je šteta što ne može odvojiti dovoljno vremena za raspravu o svakoj od zemalja pojedinačno.

Zastupnik socijalista i demokrata Tonino Picula naglasio je da su izazovi s kojima se pet zemalja suočavaju često zajednički i zahtijevaju dosljedan pristup EU-a one moraju poštivati njezine temeljne vrijednosti, usklađivati svoje politike te stvoriti uvjete u kojima i oporba i civilno društvo imaju svoje mjesto za stolom.
