Mehr Misstrauen im Tessin gegenüber «verführerischen Lösungen»
Nur sehr knapp hat das Tessin Ja gesagt zur 10-Millionen-Initiative. Wie die Stadtpräsidenten von Lugano und Bellinzona erklären, was sich im Kanton verändert hat.

Das Abstimmungsresultat im Tessin zur 10-Millionen-Initiative war eine Überraschung. Nur 50,66 Prozent sagten Ja zur SVP-Initiative, die eine Bevölkerungsobergrenze von 10 Millionen festlegen wollte.
Vor zwölf Jahren, bei der Abstimmung über die Masseneinwanderungsinitiative der SVP, hatten im Tessin noch 68 Prozent der Stimmbevölkerung Ja gesagt – eine Differenz von fast 18 Prozentpunkten, so gross wie nirgends sonst in der Schweiz.
Die Einschätzungen der Stadtpräsidenten von Lugano und Bellinzona
Eine mögliche Erklärung liegt im wachsenden Bewusstsein, dass das Wirtschaftssystem, im Tessin wie im Rest des Landes, Arbeitskräfte benötigt. Damit verbunden, könnte eine Sorge ausschlaggebend gewesen sein, die der Realität im Kanton entspringt: Weil auch bei einer Begrenzung der Einwanderung der Bedarf an Personal gross bleiben dürfte, könnte die Zahl der Grenzgängerinnen und Grenzgänger zunehmen, mit allen bekannten negativen Folgen wie Verkehrsüberlastungen und Lohndruck.
In Lugano, wo es eine knappe Nein-Mehrheit gab, verknüpft Stadtpräsident Michele Foletti das Resultat mit der wirtschaftlichen Rolle der Stadt. «Lugano ist der Wirtschaftsmotor des Kantons», sagt er. «Die Frage nach qualifiziertem und fähigem Personal wird für die Wirtschaftsakteure immer drängender. Wahrscheinlich kann die knappe Abstimmung zugunsten des Neins auch in diesem Sinne gelesen werden.»

Anders ist die Situation in Bellinzona, wo es ein äusserst knappes Ja zur Initiative gab. «Bellinzona hat mich ein wenig überrascht», räumt Stadtpräsident Mario Branda ein. Er erklärt das damit, dass in der Region um die Hauptstadt des Tessins das Gewicht der Wirtschaft weniger gross sei und damit auch die wirtschaftlichen Argumente gegen die Initiative weniger Einfluss gehabt hätten.
Das Thema der Grenzgängerinnen und Grenzgänger spielte im Abstimmungskampf eine zentrale Rolle. Die Gegner der Initiative argumentierten, bei einer fixen Bevölkerungsobergrenze bliebe als einziger Weg für den Nachschub an Arbeitskräften, noch stärker auf Grenzgänger zurückzugreifen.
«Lega-Effekt» noch nicht verpufft
Nach Ansicht von Luganos Stadtpräsident Foletti ist die Realität jedoch komplexer. «In den letzten Jahren hatten wir eine enorme Zunahme der Nutzung des öffentlichen Verkehrs, aber keine Abnahme des Privatverkehrs», sagt er. «Und die Zahl der Grenzgänger ist stabil geblieben, wenn nicht sogar leicht zurückgegangen. Die Zunahme des Individualverkehrs ist vor allem denjenigen geschuldet, die im Tessin wohnen.»
Im Fall von Bellinzona gilt es gemäss Stadtpräsident Branda auch den regionalpolitischen Kontext zu berücksichtigen. 2014 stimmte die Stadt mit 60 Prozent für die Masseneinwanderungsinitiative, noch bevor die Stadt mit zwölf umliegenden Gemeinden fusionierte. 2020 stimmten im «neuen» Bellinzona 51 Prozent für die Begrenzungsinitiative, die eine strengere Umsetzung der MEI forderte. Insofern scheine das Abstimmungsergebnis vom Sonntag kein Ausreisser zu sein.
Offen bleibt, ob die Abstimmung auch etwas über das kantonale politische Klima aussagt. Foletti sieht keinen Grund zur Annahme, dass der «Lega-Effekt» verpufft sei, also die Attraktivität der rechtspopulistischen Partei Lega dei Ticinesi abgenommen habe. Vielmehr dürfte das Misstrauen gegenüber «verführerischen» Lösungen zugenommen haben, die dann kaum in reale Massnahmen umsetzbar seien.
