Δύο νεαροί άνδρες επιχειρούν να αποτυπώσουν τη στιγμή από μια διαφορετική οπτική. Στήνουν ένα drone λίγο πιο έξω από το στάδιο, θεωρώντας ότι η απόσταση τους δίνει την ασφάλεια που χρειάζονται. Δεν έχουν υπολογίσει, όμως, ότι για τέτοιου είδους διοργανώσεις ισχύουν αυστηρά πρωτόκολλα ασφαλείας. Η παρουσία χιλιάδων θεατών έχει μετατρέψει την περιοχή σε ζώνη υψηλής επιτήρησης, όπου κάθε μη εξουσιοδοτημένη πτήση εντοπίζεται και αξιολογείται άμεσα. Και πράγματι, μέσα σε λίγα δευτερόλεπτα, η τεχνολογία anti-drone της Ελληνικής Αστυνομίας  ενεργοποιείται.

Το σήμα παρεμβολής «κλειδώνει» το drone πριν προλάβει να απομακρυνθεί. Η πτήση τερματίζεται απότομα και οι αστυνομικές δυνάμεις τούς εντοπίζουν και προχωρούν στη σύλληψή τους καθώς η χρήση drone πάνω από μαζικές συναθροίσεις απαγορεύεται ρητά. Η υπόθεση, ωστόσο, δεν σταματά εκεί. Καθώς εξετάζονται τα ψηφιακά ίχνη του εξοπλισμού τους, αποκαλύπτεται ότι οι δύο άνδρες δεν είναι άγνωστοι στον χώρο των πτήσεων με drone. Το ερώτημα που μένει ανοιχτό είναι αν για όλες αυτές τις λήψεις υπήρχε η απαιτούμενη άδεια. Η υπόθεση βρίσκεται ακόμη στο στάδιο της προανάκρισης, με την έρευνα να συνεχίζεται, ανοίγοντας εκ νέου τη συζήτηση γύρω από τα όρια χρήσης των drones και την τήρηση του κανονιστικού πλαισίου στις αστικές περιοχές.

Καθώς η τιμή τους παραμένει σχετικά προσιτή, με τα πιο δημοφιλή μοντέλα στην Ελλάδα, τα περισσότερα εκ των οποίων τετρακόπτερα που διαθέτουν ενσωματωμένη κάμερα, να κυμαίνονται περίπου μεταξύ 250 και 400 ευρώ, οι πωλήσεις τους αυξάνονται σταθερά. Μαζί τους, όμως, πληθαίνουν και τα περιστατικά στα οποία εμπλέκονται, από αθώες φάρσες μέχρι και πιο σοβαρές παραβάσεις. Κάθε χρόνο, οι Αρχές δέχονται δεκάδες καταγγελίες που σχετίζονται με καταχρηστική χρήση drones στη χώρα.

Ο μεγαλύτερος αριθμός περιστατικών αφορά παραβιάσεις προσωπικών δεδομένων, καθώς η συντριπτική πλειονότητα των drones χρησιμοποιείται για λήψη φωτογραφιών και βίντεο, που αποτελεί άλλωστε και τον βασικό λόγο αγοράς τους. Πρόκειται για συσκευές που πλέον βρίσκονται εύκολα στα χέρια οποιουδήποτε, χωρίς να είναι γνωστές οι προθέσεις του χρήστη τους. Ιδιαίτερα δημοφιλείς για πτήσεις είναι οι παραλίες, λόγω της άνεσης χώρου που προσφέρουν. Ωστόσο, συχνά καταγράφονται πλάνα στα οποία εμφανίζονται ανυποψίαστοι λουόμενοι, χωρίς να έχουν δώσει τη συναίνεσή τους. Αντίστοιχα, δεν είναι λίγες οι περιπτώσεις λήψεων από κατοικίες και ιδιωτικούς χώρους, όπως αυλές και κήποι, οι οποίοι προστατεύονται από την οπτική επαφή στο έδαφος, όχι όμως και από ένα drone που πετάει από πάνω, εγείροντας σοβαρά ζητήματα προστασίας της ιδιωτικότητας. «Πρόκειται ουσιαστικά για ιπτάμενα μέσα καταγραφής», σημειώνουν στην «Κ» πηγές με γνώση του θέματος.

Στο πλαίσιο αυτό, για κάθε drone που διαθέτει κάμερα ή μικρόφωνο, ο ιδιοκτήτης τους υποχρεούται να εγγραφεί στην ειδική πλατφόρμα της Αρχής Πολιτικής Αεροπορίας (ΑΠΑ) μέσω του Taxisnet ως εκμεταλλευόμενος μη επανδρωμένου αεροσκάφους. Με την εγγραφή εκδίδεται ένας μοναδικός δεκαεξαψήφιος κωδικός αναγνώρισης, ο οποίος πρέπει να αναγράφεται σε εμφανές σημείο πάνω στη συσκευή.

«Πρόκειται ουσιαστικά για την αντίστοιχη λογική της πινακίδας κυκλοφορίας στα αυτοκίνητα», εξηγεί στην «Κ» στέλεχος με γνώση της αγοράς. Η βασική διαφορά είναι ότι ο κωδικός δεν συνδέεται με το drone αλλά με τον ιδιοκτήτη του. Ετσι, ακόμη και αν κάποιος διαθέτει περισσότερα από ένα drones, χρησιμοποιεί τον ίδιο αριθμό αναγνώρισης σε όλες τις συσκευές του.

Για κάθε drone που διαθέτει κάμερα ή μικρόφωνο, ο ιδιοκτήτης τους υποχρεούται να εγγραφεί στην ειδική πλατφόρμα της Αρχής Πολιτικής Αεροπορίας (ΑΠΑ) μέσω του Taxisnet ως εκμεταλλευόμενος μη επανδρωμένου αεροσκάφους. Η παρουσία τους είναι πλέον συχνή σε γάμους και υπαίθριες εκδηλώσεις, ενώ τα λεγόμενα drone shows έχουν αποκτήσει τέτοια δημοτικότητα, ώστε σε αρκετές περιπτώσεις να υποκαθιστούν τα παραδοσιακά βεγγαλικά. Παράλληλα, όμως, η συνεχώς αυξανόμενη χρήση τους συνοδεύεται και από περιστατικά που ξεπερνούν τα όρια που θέτει η νομοθεσία. Η αναζήτηση εντυπωσιακών πλάνων για τα μέσα κοινωνικής δικτύωσης και τις διαδικτυακές πλατφόρμες οδηγεί ορισμένους χειριστές σε πιο ριψοκίνδυνες ή αμφιλεγόμενες πτήσεις.
