Не бе приета поправката на Томас Вайц да отпадне съвместната историческа комисия от доклада за напредъка на РСМ
Европейският парламент (ЕП) отхвърли третата спорна поправка за отпадане на прословутия парагараф 73 от доклада за напредъка на Република Северна Македония (РСМ) по пътя ѝ към евроинтеграцията за 2025 г.
Параграф 73 държи съвместната историческа комисия между България и Северна Македония да постигне ясни и осезаеми резултати, стъпвайки единствено на обективни,
автентични и доказани исторически източници
и документи, съгласно залегналото във Втория протокол от Договора за добросъседство.
В документа остава и формулировката за общата история на България и Северна Македония. Окончателният текст на резолюцията беше приет с 411 гласа “за”, 120 “против” и 120 “въздържал се”.
Членовете на ЕП изразиха съжаление за липсата на напредък на Скопие от 2025 г. насам, особено в областта на върховенството на закона, съдебната реформа и борбата с корупцията. Евродепутатите подчертаха, че спешно са необходими подновен политически ангажимент и сътрудничество между партиите. А за да се открие първият тематичен кръг от преговори за влизане в ЕС, Скопие трябва да впише българите в конституцията.
Евродепутатите подчертаха и нарастващото чуждо влияние в РСМ. Те изразиха тревога поради затвърждаващите се отношения със Сърбия, както и засилващия се икономически и дипломатически авторитет на Китай над Скопие. Специално място бе отделено и на руското влияние в страната.
Евродепутатите предупреждават и за рисковете от доктрината за т.нар. “сръбски свят”
Документът призовава Брюксел да помогне на Скопие в изграждането на имунитет срещу чужди влияния и агресивни наративи, които открито поставят под въпрос суверенитета и границите в региона.
Докладът, който бе приет и в Комисията по външни работи на ЕП по-рано този месец, се превърна в арена на голяма политическа битка в Брюксел през последните седмици. В центъра на напрежението бе ключовият параграф 73. Официалният докладчик за РСМ Томас Вайц от групата на Зелените се опита да го изтрие изцяло в последния момент чрез своята поправка номер 3.
Докато в документа има и предходна точка 71, която по-общо призовава историческата комисия да работи по най-добрия начин, параграф 73 е значително по-конкретен и изисква строго научен и академичен, а не политически подход към миналото.
Докладчикът Вайц обаче активно работеше за премахването на този текст, опитвайки се да привлече подкрепа от групите на социалистите и либералите от “Обнови Европа”.
Неговият аргумент пред колегите му в Страсбург бе, че параграфът не се приема в Скопие, където го интерпретират едва ли не като още едно допълнително условие. След гласуването на доклада за РСМ в сряда Вайц заяви, че вписването на българите в конституцията на Северна Македония остава единственото предварително условие за начало на преговорите за присъединяване.
“За ЕС защитата на правата на малцинствата е част от преговорната рамка”, заяви той. След това отбеляза още, че в доклада е потвърдена позицията на Съвета на ЕС, че двустранните въпроси трябва да се решават на двустранно равнище и не бива да възпрепятстват процеса на присъединяване. Според него през последната година
се наблюдава подобряване на диалога между България и РСМ
и има все по-голямо разбиране, че общите интереси и европейското бъдеще на двете страни са по-важни от оставащите двустранни спорове.
Че ще бъде направен опит да бъдат съкратени текстовете за съвместната комисия, първа предупреди президентът Илияна Йотова във вторник, часове преди дебатите в Европейския парламент. Тя разкри, че е получила информацията от български евродепутати.
“По този начин искат да обезсмислят нейната работа и нейните заключения в бъдеще”, коментира президентът.
Оставането на формулировката е важно, тъй като работата на комисията влезе в т.нар. Френско предложение от 2022 г. и се отнася пряко до напредъка на РСМ.
В същото време северномакедонският премиер Християн Мицкоски зае обратната позиция, критикувайки, че София поставя исторически условия:
“Предишните управляващи приеха нещо, което е станало в Средновековието, да решава къде ще бъдем ние в XXI век.”
В отговор на тези позиции българският евродепутат Андрей Ковачев (ЕНП/ГЕРБ) разясни пред “24 часа” дълбокия смисъл на параграф 73, като го сравни с практиката във всяка точна наука - химия, физика или математика.
Премахването на текста би позволило на Скопие да наложи т.нар. концепция за мултиперспективност в историята.
