Record low water levels along major European rivers have disrupted energy production, transportation and economic activity, according to reports from multiple media outlets. The situation has affected ports from Rotterdam to hydroelectric plants in Serbia, limiting the movement of goods such as grain and oil, while reducing electricity generation needed to meet rising demand for cooling during extreme heatwaves. The impact extends beyond individual regions, affecting the entire continent. The crisis has been particularly severe along the Danube River, which flows through key cities including Vienna, Budapest and Belgrade. In Hungary, nuclear power plant Paks, which generates nearly half of the country’s electricity, is set to shut down on Monday, possibly for several weeks, due to concerns over insufficient water levels for safe operation. In Serbia, the largest hydroelectric plant, Đerdap 1, is producing just 20 percent of its capacity, with officials reporting that once-broad navigable channels have become shallow and filled with sandbars and rocky shoals. Water levels in the Danube near the Serbian border have reached historic lows, according to regional media. Both Serbia and Hungary have announced plans to import electricity to compensate for lost output, though this measure comes at a high cost amid heightened demand. Meanwhile, Romania's state-owned nuclear operator, Nuclearelectrica, has had to shut down one of its two reactors earlier this week for similar reasons, with the second potentially following soon, risking a loss of up to a fifth of the nation’s electricity supply. France has also faced challenges, with reduced nuclear output due to low river levels and increased temperatures. The effects extend beyond energy, impacting agriculture. Cezar Gheorghe of Romania’s agricultural trade advisory firm AGRIColumn told Reuters that farmers along the Danube face difficulties in transporting their crops because of the shallow waters, which prevent cargo ships from navigating several river ports. Only those closer to the Black Sea remain operational. In Austria, the energy company Verbund, which previously generated around 85% of its electricity from hydropower, reported losses of approximately 370 million euros in the first half of the year compared to normal hydrological conditions. In Italy, the Po River has entered a state of severe drought, threatening rice crops and water supplies in northern regions. The situation highlights the growing vulnerability of infrastructure reliant on river systems, especially in the context of climate change. With summer heatwaves becoming more frequent and intense, the strain on water resources continues to mount. Officials warn that without long-term solutions, such disruptions could become routine rather than exceptional. As the season progresses, further reductions in water availability may lead to even greater economic and social consequences.
