Landbank of the Philippines and Visa have introduced a government credit card designed to enhance transparency and control over public expenditures. The card, known as the Landbank Visa Government Purchase Card (GPC), enables government agencies to manage spending more effectively through customizable limits and transaction restrictions. It is intended to replace traditional cash advance systems, reducing the need for manual processes and improving auditability. The GPC functions similarly to a corporate credit card, allowing agency heads and authorized personnel to conduct transactions within predefined parameters. Each cardholder can be assigned a specific credit limit, and transactions are restricted to pre-approved merchant categories such as travel, fuel, representation expenses, and small purchases. This structure aims to prevent unauthorized spending and ensure compliance with budgetary guidelines. According to Landbank executive vice president Marilou Villafranca, the card eliminates the necessity for employees to personally cover expenses and later seek reimbursement. Instead, users simply charge purchases to the card, and upon the billing cycle, the agency must settle the total amount owed. This shift streamlines financial operations and reduces administrative burdens associated with cash handling and documentation. A key innovation in the GPC is its integration with an expense management system developed in collaboration with Visa. This platform automatically records transactions, links them to corresponding receipts, and manages approval workflows. It generates detailed reports outlining spending patterns, including who incurred costs and which departments or categories were affected. Such features enable real-time oversight and support more informed decision-making. Visa Philippines country manager Jeffrey Navarro emphasized that the system provides accurate, actionable data, enhancing financial accountability and governance. Unlike conventional payment methods, the GPC ensures that all transactions are traceable and verifiable, preventing discrepancies and misuse of public funds. He noted that the card is not merely a digital alternative but a tool that promotes disciplined fiscal behavior. The platform is slated to go live by the fourth quarter of 2026. In the interim, the Bureau of the Treasury has emerged as one of the first government entities to adopt the program. Landbank confirmed that its broader government purchase card initiative has already enrolled 107 agencies since 2023, with approximately 773 cards issued primarily to senior officials and agency heads. The recent expansion includes the introduction of the Visa expense management system, which will initially serve 17 government offices. Landbank plans to extend the program to include state universities, government corporations, local governments, and even barangays in the future. This broadening reflects a growing recognition of the need for standardized financial tools across diverse sectors of public administration. The system also allows the Commission on Audit to access spending data directly through the expense management platform, ensuring that audits can be conducted efficiently and comprehensively. Villafranca highlighted that transparency is embedded into the process from the moment a transaction occurs, reinforcing the integrity of public finance management. As the program expands, it promises to redefine how government entities handle procurement and expenditure, aligning with global best practices in financial governance.
