According to fact-checking efforts by Rappler, the video was posted by a Facebook page named PolPolitika on July 15 and quickly gained traction, receiving over 2,100 reactions, 1,700 shares, and 700 comments. However, multiple AI detection tools have confirmed that the video was created using artificial intelligence, with a 64% probability according to detectvideo.ai and a 72% rating from humantext.pro. No credible media outlet has corroborated the content of the video, which purports to show Romualdez speaking aboard a ship. Romualdez is accused of being a key player in a corruption scheme involving flood control projects and budget allocations. He has consistently denied these allegations, asserting his innocence despite being labeled a "central figure" in the scandal by the Office of the Ombudsman. Assistant Ombudsman Mico Clavano stated that the investigation identified Romualdez as pivotal in diverting public funds intended for flood control projects, which were meant to protect Filipino communities from recurring floods. The controversy surrounding Romualdez escalated earlier this year when former Ako Bicol representative Zaldy Co accused him and President Ferdinand Marcos Jr. of orchestrating the insertion of funds into the 2025 national budget. This accusation led to further scrutiny of Romualdez's involvement in the alleged corruption.
