Presidents of South Korea's private universities gathered in Seogwipo, Jeju Island, on Friday to express concerns over a newly proposed government initiative offering full tuition scholarships to students attending regional public universities. The move, announced by the Education Ministry, aims to reduce the financial burden on students in less populated regions and encourage them to stay in these areas after graduation. The initiative, known as the Balanced Regional Growth Scholarship, targets students enrolling at 30 national and public universities located outside the Greater Seoul area, including Gyeonggi Province and Incheon. It promises to cover all tuition costs for these students, irrespective of their family's financial status or place of residence. The program is set to launch with first-year students in the 2027 academic year and will gradually extend to higher grades over time. Inje University President Jeon Min-hyon, who also leads the Korean Association of Private University Presidents, voiced his concerns regarding this policy. He stated that the decision might create an unfair advantage for students attending public universities, potentially leading to dissatisfaction among those who opt for private institutions. Jeon emphasized that private universities have been grappling with financial difficulties since 2009 due to government-imposed limits on tuition hikes, decreasing enrollment numbers, and increasing operational expenses. The Education Ministry has allocated 213 billion won ($154 million) for the scholarship program in the upcoming fiscal year, with plans to raise funding to 328 billion won by 2030 as more students become eligible. However, certain fields such as medicine, dentistry, veterinary science, and pharmacy will not qualify for the scholarship. Additionally, students who withdraw from the program must repay the funds they received, except for the portion they would have gotten under the current Type I national scholarship. Alongside the scholarship announcement, the government introduced another initiative worth 465 billion won aimed at enhancing vocational training for approximately 60,000 university and junior college students. This program offers participants 2.3 million won monthly during their internships, shared equally between the government and host organizations. An extra 100,000 won per month is provided to help with travel, lodging, and other related expenses. The Korean Association of Private University Presidents has previously challenged the government's restrictions on tuition increases through a constitutional complaint submitted in December 2025. They argue that these limitations have hindered their ability to manage finances effectively amid shrinking student enrollments and escalating costs associated with staffing, infrastructure, and equipment. The Education Ministry's proposal comes as part of broader efforts to address youth-related issues, unveiled during the "2027 Youth Budget Unboxing" event involving seven government agencies. These measures aim to promote economic growth in regional areas by encouraging young people to pursue education and employment locally rather than migrating to major cities like Seoul. As the debate continues, private university leaders stress the need for equitable treatment across both public and private sectors. They advocate for policies that ensure all educational institutions can thrive without being overshadowed by government subsidies directed exclusively towards public universities. With the implementation date approaching, the impact of this policy on the higher education landscape remains uncertain.
