Planning permission has been denied for a 14-storey office block intended for the site of the former City Arts Centre in Dublin 2. The decision was made by An Coimisiún Pleanála, Ireland's planning authority, rejecting the proposal by Ventaway Ltd. This rejection overturned a prior approval granted by Dublin City Council in July of last year. The project, led by developer David Kennan and Winthrop engineering group founder Barry English, marks another setback for Ventaway’s redevelopment efforts on the site. The planning process faced delays as three groups, An Taisce, St Laurence O’Toole Trust, and The Administrator of the Parish of the Immaculate Heart of Mary and City Quay National School, filed appeals against the initial approval. However, two of these groups withdrew their appeals in January, leaving An Taisce as the sole appellant. In its final ruling, An Coimisiún Pleanála cited concerns over the design, scale, and massing of the proposed structure. The commission determined that the building, with its complex architectural style, appeared overly large and unbalanced within the surrounding area. Specifically, the commission noted that the design failed to divide the structure into distinct, manageable sections, which contributed to its perceived bulkiness. Additionally, the commission expressed dissatisfaction with the architectural quality, stating that the design could negatively affect the character of the River Liffey conservation area. The decision, signed by Commissioner Chris McGarry, highlighted that the uniform height of the majority of the building footprint would create an adverse visual effect on key viewpoints, particularly regarding the Custom House. Despite this rejection, Ventaway continues to pursue its vision for the site. The company previously submitted a proposal for a 24-storey tower, which was initially rejected by An Bord Pleanála in May 2024. Following a legal challenge by Ventaway, the High Court ruled in favor of the developer, nullifying the previous rejection and returning the application for reconsideration. A new decision on the 24-storey proposal is anticipated soon. The case reflects broader tensions between urban development and heritage preservation in Dublin. The former City Arts Centre, located at City Quay, has long been a cultural landmark, and the ongoing disputes over its future underscore the challenges of balancing modernization with historical significance.
