On August 1, Swiss citizens celebrated their national holiday, marking the founding of the Swiss Confederation in 1291 with a historic document known as the “Bundesbrief.” This foundational treaty among the cantons of Uri, Schwyz, and Unterwalden symbolized early cooperation among regional entities, setting a precedent for future alliances. Federal President and Minister of Economy Guy Parmelin used the occasion to highlight this historical moment, even during a World Cup match, wearing a red cap bearing the slogan “Switzerland Great Since 1291.” His gesture was a subtle jab at U.S. President Donald Trump’s “MAGA” cap, which had become a symbol of his protectionist policies. The celebration coincided with a broader reflection on the economic consequences of Trump's trade policies. Last year, Trump imposed a 39 percent tariff on Swiss imports, causing outrage in Switzerland’s export-dependent economy. The European Union, meanwhile, maintained tariffs of just 15 percent. After intense pressure, including offers of luxury goods, Trump eventually reduced the tariffs to EU levels. This incident underscored the vulnerability of Switzerland, a wealthy but small country outside the EU, to the whims of American leadership. This vulnerability has grown more pronounced in recent months. Trump recently introduced a 12.5 percent import duty, slightly above the EU’s 10 percent rate. While this increase is modest, it signals continued uncertainty. As a non-EU member, Switzerland lacks the political leverage to counter such moves effectively. Unlike Brussels, which can respond through collective action, Bern has little recourse against unilateral decisions from Washington. Efforts to mitigate these risks have focused on strengthening trade relationships with countries willing to lower barriers. A proposed free trade agreement with Mercosur nations could offer relief, but progress has been stalled. In June, a majority of parliamentarians voted against the deal, largely due to opposition from the Swiss People’s Party (SVP). This party, home to influential agricultural lobbies, argued for additional subsidies for farmers, fearing the agreement would reduce state support. The SVP’s stance reflects a broader shift in Swiss politics toward protectionism. Despite its reputation for neutrality, the party has increasingly positioned itself as a defender of traditional values and economic independence. Its recent initiative, led by party elder Christoph Blocher, seeks to redefine Swiss neutrality as strictly non-interventionist. Under this proposal, the government would be prohibited from imposing sanctions against aggressor states, such as Russia. Critics argue this approach echoes past failures, including complicity with Nazi Germany and apartheid-era South Africa under the guise of neutrality. The initiative, set for a referendum in September, threatens to isolate Switzerland further on the global stage. It also raises concerns about the country’s role in international security matters. By reinforcing a rigid interpretation of neutrality, the SVP risks undermining Switzerland’s credibility as a mediator and ally. Such a move could weaken the nation’s influence within NATO and other multilateral frameworks. As the referendum approaches, tensions remain high. The SVP continues to challenge agreements that promote openness and integration, while others advocate for a more cooperative stance. The outcome will likely shape Switzerland’s future trajectory, whether it leans toward greater alignment with Europe or maintains its current path of cautious independence. For now, the nation stands at a crossroads, balancing tradition with the need for adaptability in an ever-changing geopolitical landscape.
