The document further proposes a $300 billion economic reconstruction and development plan for Iran, funded by regional partners. It includes commitments from the United States to refrain from acquiring or developing nuclear weapons and to dilute enriched uranium under International Atomic Energy Agency supervision. The proposal also demands reserved funds with international oversight guarantees and support from a UN Security Council resolution. Iran, however, asserts operational dominance over the strategic waterway, establishing the Persian Gulf Strategic Passage Authority (PGSA). It requires ships to use designated routes, threatening or attacking vessels attempting alternative paths. Iran has repeatedly declared the strait closed or accessible only under its conditions. The U.S. Central Command (CENTCOM) denies Iranian control over Hormuz, insisting it ensures safe passage.
